POSITION OVERVIEW
Under the supervision of the Health Coordinator, the Health Program Manager is responsible for developing and managing FHI 360’s portfolio of health programs in Ukraine (Dnipropetrovsk, Mykolaiv, Donetsk, Kherson, Odesa, Zaporizhzhia, Kharkiv, Kherson oblasts), ensuring that health activities are evidence-based and adhere to technical standards for the sector. FHI 360’s health programming includes provision of primary and specialized medical services through mobile teams, medical trainings for healthcare workers, cash and vouchers for health, mobile pharmacy services, health promotion through community health volunteers, addressing water and sanitation systems in health facilities, etc. The Health Program Manager will support technical programs from assessment and conception through close-out and evaluation. The Health Program Manager will supervise health technical staff in the department.
KEY RESPONSIBILITIES AND DELIVERABLES
- Manage health technical staff, ensuring a clear division of responsibilities, clear objectives, and performance management.
- Contribute to the overall management and strategic direction of the Health Department.
- Conduct humanitarian needs assessments at health facilities in each region of implementation. Ensure that assessment reports are completed and properly filed.
- Based on findings from field assessments and stakeholder consultations, provide guidance to the Health Coordinator on what types of humanitarian health support are most needed in supported communities.
- Ensure that user-friendly data collection, monitoring and reporting systems are in place for all health activities, working closely with the MEAL team. Contribute to the development of data collection tools.
- Oversee technical recruitment of clinical staff for mobile medical teams, coordinate technical supervision of medical providers through field supervision activities, and ensure accurate and timely weekly reporting.
- Ensure quality assurance through regular clinical and programmatic supervision for all medical services including primary healthcare, specialized medical care, and physical rehabilitation.
- Coordinate with the Pharmacy Manager on pharmaceutical, medical equipment and medical consumable needs of the mobile medical teams. Ensure that medical commodities are utilized appropriately and tracked at field sites in accordance with internal SOPs.
- Assess priority capacity building needs among health workers at supported facilities and organize trainings on relevant medical topics and skills.
- Manage the implementation of mobile pharmacy services in selected regions, working closely with the Pharmacy unit.
- Manage the implementation of community health activities including behavior change communication (BCC) approaches.
- Manage implementation of cash assistance to support medical referrals, and provision of medical items to patients through vouchers.
- Support integration of health activities with other sectors including Mental Health and Psychosocial Support (MHPSS), Protection, and Nutrition.
- Determine procurement and logistics needs for health activities, regularly update the health procurement plan, and closely coordinate with the procurement and logistics department to ensure smooth implementation of health activities.
- Lead the development of technical materials for health activities, including standard operating procedures, information and educational materials, etc.
- Represent FHI 360 in national and subnational coordination structures, including the Health Cluster, WASH Cluster, and relevant Technical Working Groups.
- Liaise regularly with external stakeholders from government, NGOs, and international organizations.
- Produce regular reports and plans of health activities to the Health Coordinator.
- Any other duties assigned by the Health Coordinator.
DESIRED QUALIFICATIONS
- Masters Degree or equivalent in Medicine, Public Health, or relevant discipline.
- 6+ years of experience working in implementation of health programs, including humanitarian response.
- Prior work experience in a non-governmental organization (NGO) or UN agency is highly preferred.
- Excellent written and oral communication skills. Demonstrated leadership capacity.
- Demonstrated knowledge of technical standards for humanitarian healthcare interventions.
- Demonstrated project and personnel management skills.
- Strong organizational skills, especially in time management and prioritization, and attention to detail.
- Excellent analytical and reporting skills.
- Fluent in Ukrainian and Excellent in English.
- Proficient in Microsoft Office applications (Word, Outlook, Excel, and Powerpoint).
