ORGANIZATIONAL OVERVIEW  

FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency with the 12-month Ukraine Humanitarian Assistance Response Program (UHARP), providing integrated health and protection programming focused on decreasing morbidity and mortality among the conflict-affected population.  For more details, visit our website: www.fhi360.org.

POSITION OVERVIEW 

Under the supervision of MEAL Coordinator, the MEAL Associate will assist in the implementation of MEAL activities and implement the Complaints and Feedback Mechanism (CFM) in FHI 360’s humanitarian response in their field location. They will enter data in an electronic database to capture program and CFM data; ensure data quality using different data quality assurance mechanisms; document all M&E related files; and manage the program and CFM databases.   They will also answer calls from the CFM hotlines and refer cases to the relevant sector focal points, as appropriate.  It should be noted that 50% of this position will be responsible for implementing the CFM system, including managing the CFM data and databases. Other responsibilities will include data entries and maintenance of MEAL databases.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Work with program and partners to ensure that appropriate community feedback mechanisms are functional and accessible, and that feedback and complaints are welcomed and addressed.
  • Actively promote meaningful community participation and consultation during planning, implementation, monitoring and evaluation.
  • Ensure complaints and feedback are collected, recorded in a database, reviewed timely, tracked, and shared with MEAL/Program teams for a timely response.
  • Support the effort of documentation and sharing of program results, ensuring sharing of lessons learnt and good practices.
  • Assist MEAL team to conduct trainings as needed for programs and partner staff on the use of CFM tools, MEAL tools, mobile based data collection tools and feedback and complaints mechanisms.
  • Implement the MEAL system at the field level and communicate any issues or inefficiencies that arise, to the MEAL Coordinator in a timely and proactive manner.
  • Support program field staff in the collection of activity- and output-level monitoring data during activity implementation.
  • Conduct data quality assessments in the field, check the quality of the beneficiary data (completeness, reliability, consistency, double counting, etc) coming from the field and initiate corrective actions through routine monitoring
  • Enter data and maintain databases including but not limited to training and donations.
  • Participate in baseline and endline survey studies and any other regular assessments including Post Distribution Monitoring.

DESIRED QUALIFICATIONS

  • 1-2 years of experience and training on participatory result-based MEAL or any MEAL-related positions
  • At least a bachelor’s degree or equivalent experience in Statistics, Sociology, International Development, Public Health, Humanitarian Studies, or relevant discipline.
  • Highly conversant on Microsoft applications, especially Excel and KOBO.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area 
  • Experience working with vulnerable populations face-to-face, and over the phone
  • Excellent communication skills
  • Fluent in Ukrainian and good in English. 

Typical Physical Demands

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.
  • Ability to sit or stand for extended periods of time.
  • Ability to move 5 - 50 lbs.
  • Ability to travel to remote field site locations that lack basic essentials.

Technology to be Used

  • Computer, Microsoft Office 365 (i.e. Word, Excel, PowerPoint, e-mail), office telephone, cell phone and printer/copier.

  • 50% (within project areas)
