Manage all relevant aspects of the BRC program portfolio in Ukraine providing project oversight and technical assistance in conceptualization, planning, implementing, monitoring, evaluating projects, and managing project budgets under the direction of BRC’s Ukraine team/strategy and in collaboration with and URCS.

Manage preparation and submission of grant applications and resource mobilization for BRC Ukraine programming and act as part of the BRC funding recommendation panel.Build on global best practices and international standards to build and manage robust programming with and through URCS in Ukraine.Ensure that suitably detailed work plans and procurement plans are developed with implementing partners in order to release funding.

Assure timely and accurate reporting of all activities and elements of programme s as required by donors, partners and other stakeholders.Review and track project progress against targets and provide updates to senior management, ensure successful project closeout and ensure exit and sustainability plans are implemented as per plans.

Ensure community engagement and accountability and protection gender and inclusion approaches are integrated across all Red Cross programmes in Ukraine.Ensure all programmes and operations have capacity building element and support capacity building of URCS and key national staff in program design and management.

Create and maintain a high level of collaborative partnerships with Red Cross and Red Crescent partners and other partners in relationship to the programs and projects of the region.Work with URCS technical areas and branches to develop concepts and intervention ideas and propose them internally to BRC management for potential funding.

For concepts approved for funding, work with URCS technical areas and branches to develop narrative proposals and budgets.

Undertake monitoring visits as needed, including assisting in the planning of monitoring visits for other actors, including visitors from HQ, stakeholders and internal colleagues.

Liaise with and ensure timely instructions and adequate information are supplied to BRC support teams (finance, MEAL/CEA, logistics, PGI etc in order to meet the needs of this operation.

Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.

As required, establish and regularly update procurement and delivery/distribution plans to support the operational objectives of the projects with support from the BRC Regional Logistics Coordinator.

Responsible for ensuring all procurement, asset, warehousing, transport and fleet files are completed to donor compliance requirements by implementing partner or by BRC depending on who is leading procurement.

Maintain communications with the relevant departments of the Country Office, URCS and PNS to ensure timely and efficient receipt and dispatch of goods in support of their operations.

Report on procurement, asset management, warehousing, fleet and transport activities as per the agreed reporting schedule.

Completion of relevant anti-terrorism checks or due diligence activities on suppliers and stakeholders required for the implementation of the programme.

Support BRC’s development of strategic plans at regional levelSupport development and implementation of regional and priority country operational plan.

  • Assist individual protection cases, by identifying the needs of extremely vulnerable individuals, coordinating assistance for protection cases, and supporting referrals to specialized services for victims of trafficking, GBV survivors, and child with protection needs
  • Support the implementation of IOM protection activities that deliver a high-quality service to beneficiaries. Key tasks may include interacting with the community daily, raising awareness on protection issues among communities, monitoring protection incidents, and conducting protection mainstreaming activities.
  • Conduct frequent field visits to IDP sites and other conflict-affected locations to observe, identify, and collect information on the situation, taking into special account vulnerable people, noting and reporting on gaps that may exist in any humanitarian service access and provision. ? Identify protection issues and report to the Senior Protection Field Assistant for referral to the relevant actors.
  • Assist supervisors in representing IOM Protection by, for example, participating and contributing to site settlement and cluster related meetings, donor visits, and interacting with relevant partners on Protection issues.
  • Support IOM with establishing community-based protection activities that engage community members, including those persons who are often underserved such as older persons, youth, and persons with disabilities to foster community protection.
  • Assist supervisors with reporting and administration of field activities, such procurement matters, data collection and entry for reporting writing, and collaborating with colleagues to meet deadlines, and identifying programmatic gaps.
  • Maintain positive working relationships with relevant stakeholders including community leaders, partners, government officials, other sector staff and other implementing organizations on the ground.
  • Undertake duty travel based on program needs.

  • Ensure necessary administrative work is completed and/or implemented on time for the department including logistics, procurement. Ensure that good practice and lessons are well documented and followed up and coordination of technical inputs from team members. Responsible for an organization of experience and knowledge sharing through departmental meetings, webinars and other platforms.
  • Act as a technical reference for any related mine/ERW issue for URCS and provide guidance on security and peace issues including the development, planning and implementation and monitoring of program's objectives.
