Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

GENERAL OBJECTIVE
The Consortium Finance Manager is accountable for the sound financial, accounting and budgetary management of the consortium. He/She is the financial representative for the consortium, both internally and externally (partners, donors, authorities, etc.).
Tasks and Responsibilities
Consortium Financial, budgetary and accounting management: He/She is responsible for all aspects relating to finance of the consortium.
Representation: He/She will represent the association in its relations with partners, authorities and different local players for the financial areas of the mission.
Coordination: He/She will centralize and diffuse information among consortium partners and to headquarters for all financial aspects of the project and consolidate the internal and external reporting for these domains.
Specific Objectives and Linked Activities
1. Manage Consortium Finance Related aspects:
- Coordinate all in-country financial aspects of the project with partners. Ensure that all monthly and quarterly financial partner data are received on time.
- Complete the consolidation of the quarterly financial reports.
- Assist the Consortium Coordination to ensure compliance with all legal aspects of the Accountable Grant Agreement between the donor and PUI and sub-agreements between PUI and partners.
- Ensure reported and forecasted expenditure is rational when checked against proposed or reported activities.
- Ensure regular audits of partner funded operations.
- Ensure consortium Financial Integrity
- Scrutinize partner forecasts and financial reports with a view to monitoring burn rates and identifying any irregularities.
- Is leading and responsible of the Consortium’s partners spot checks (selection of accountancy pieces, checks, feedbacks etc);
- As required support third party, internal and external evaluation and investigation processes.
2. Supervise Consortium Administration tasks:
- Act as the focal point for all in-country financial requests from partners.
- Where necessary, and in collaboration with the Consortium Coordinator, liaise with Government Ministries and local parties on aspects relating to the financial management of the Consortium.
- If requested, provide technical support to the PUI finance team in-country.
- Ensure Consortium Assets are being annually checked, maintained and retained.
- Stay up to date on amendments or changes to donor guidelines on financial and administrative management
3. Represent PUI for any consortium-related finance meetings and missions:
- Take part in all Consortium Coordination meetings in-country and communicate any relevant actions or suggestions to the Consortium Coordinator
- As required represent the consortium to donors and other external partners.
- Regularly meet with the financial teams from partner organisations and ensure weekly communication to troubleshoot any issues and identify areas for increased harmonisation of approach.
- Track lessons learnt in finance and compliance and share these regularly with partners.
- Work with partner organisations to track their progress in implementing the recommendations of recent internal and external evaluations and audits.
- As required, travel to partner field sites in Ukraine to ensure the financial integrity of partner systems and processes.

- Previous experience in BHA financial management

- Previous experience managing multi-million budgets
