Under the supervision of the Logistics Manager, The Procurement Officer's primary responsibility is to provide support in procurement, sourcing activities, and training to the Malteser International’s partners. This role plays an important role in ensuring that all the MI’s partners’ programmatic activities do not face any challenges due to delays in procurements, all procurement plans are in place and are being followed as planned and completed according to the donor policies and procedures.
Your responsibilities:
- Support the development of procurement plans with the help of the partner’s program teams for each project. Create a sourcing plan and manage all high value procurements, including the ITTs for each project.
- Conduct market analysis to check prices, products and suppliers and ensure the price and vendor database is regularly updated for different categories of goods and services.
- Track partner organizations program procurement activities about setting targets and indicators, while documenting key achievements and challenges.
- Produce procurement analysis reports based on data and recommend improvement of the efficiency of procurement activities.
- Keep track of partner procurements regularly by updating the procurement tracker for each partner.
- Collaborate with logistics teams from partner organizations regularly.
- Perform other duties as assigned by the Line Manager.
Your profile:
- Bachelor’s degree or equivalent procurement or logistics management.
- Field level experience in procurement or logistics management for INGOs in development and emergency programs in Ukraine.
- 1-2 years of proven and practical experience in procurement and contract management, including ability to review procurement pipelines, develop strategies, identify gaps, and offer solutions.
- Knowledge of key donors and their compliance requirements in respect of procurement.
- Good skills in MS Excel.
- Fluency in both Ukrainian and English Languages (written and spoken)
- Ability and interest in working with local partners and building their capacities (preferable)
