The project officer is responsible for managing the project and aligned activities. Specifically, the project officer will implement the Dutch Government (RVO) funded project titled in line with the back donor's and SV's policies, procedures and systems under the guidance and supervision of the Country Representative.
Position within the organization
- The Project Officer is part of the SV Ukraine team based in Odesa and reports to the Country Representative,
- The Head of Programs and Advocacy based in The Hague, The Netherlands holds overall responsibility for the team.
- The Project officer is responsible for overall operational coordination, implementation, follow-up, and monitoring of a multi-component RVO-funded project.
- The role ensures effective coordination between implementing partners, hospitals, and stakeholders, while overseeing timely, high-quality delivery of all project components.
Key Responsibilities
Project Implementation:
- Oversee implementation of project activities in line with the approved proposal, ensuring coordination with all relevant stakeholders.
- Ensure compliance with SV and donor policies and procedures.
Partner Relations:
- Act as the main focal point for implementing partners and stakeholders.
- Coordinate rehabilitation works, including planning, progress monitoring, and quality assurance.
- Oversee procurement, installation, and commissioning of medical equipment, ensuring functionality and successful handover.
- Ensure strong coordination between partners and hospitals to support smooth implementation.
- Promote equitable partnerships and support localization objectives.
Training & Capacity Building Component (RVO Proposal)
- Coordinate implementation of training activities (eg, IPC and staff care) with relevant stakeholders.
- Support development of ToRs, selection of trainers, and planning of training schedules.
- Monitor training quality, delivery, and outcomes
Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Ensure timely, accurate, and complete reporting from implementing partners in line with RVO reporting timelines and formats.
- Conduct regular field monitoring visits to verify implementation progress,
- Track progress against project indicators and targets, identify implementation risks, delays, and bottlenecks.
- Support learning and accountability processes through coordination of reflection sessions with partners and the project team .
Donor Relations
- Support timely submission of reports and contract compliance.
- Contribute to proposal development and donor communications where relevant.
External Engagement
- Facilitate effective communication and coordination between implementing partners, hospitals, and relevant authorities to support smooth project implementation.
Strategic Contribution
- Monitor contextual developments affecting implementation.
- Support organizational priorities including localization and program quality.
- Implement any other task as may be assigned by the line manager.
Qualifications & Experience
- Bachelor's or master's degree in project management, Engineering, Public Administration, or related field related to health projects.
- Minimum 3 years of experience in project coordination or implementation roles ideally in an NGO setting
- Proven experience in implementing and reporting on international donor funded projects and familiarity with donor compliance including donor requirements and contractual obligations.
- Proven experience managing multi-partner or multi-component projects
- Experience in infrastructure rehabilitation or equipment installation projects is an asset
- Experience in humanitarian or complex operational environments is preferred
- Experience of working in international/multilateral humanitarian aid agencies will be preferred

Languages
- English (professional working proficiency – required)
- Ukrainian is required.
