ASSIGNMENT

IMPACT Initiatives is recruiting a Data Officer to join its Humanitarian Needs Monitoring Unit (HNMU) in Ukraine, supporting the implementation of key monitoring systems including the Humanitarian Situation Monitoring (HSM). The role focuses on managing and transforming datasets across multiple assessment cycles, supporting data cleaning, analysis, and visualization, maintaining dashboards and operational tools, and ensuring the quality and timely delivery of data products in close coordination with assessment teams, partners, and HQ. The Data Officer will contribute directly to the evidence base informing humanitarian coordination and response planning in Ukraine.

We are looking for a proactive and detail-oriented candidate with strong quantitative skills, the ability to manage multiple workflows under tight timelines, and interest in supporting evidence-based humanitarian decision-making in a complex operational environment. Experience in the humanitarian sector is an asset but not required.

KEY RESPONSIBILITIES:
  

• Support all the data-related processes within the HNMU projects.
• Create, deploy and maintain data collection tools for surveys (Kobo Toolbox) and secondary data. 
• Monitor the data quality during the data collection and clean the data to ensure standard requirements are met.
• Create analytical products in form of (aggregated) frequency tables, graphs and interactive dashboards; participate in preparation of other analytical products (presentations, reports).
• Maintain the strict confidentiality and security of the data throughout the whole process (collection, storage, publication, sharing).
• Work in close collaboration and communication with other teams (Assessment, Field, GIS, Operations, Communications) to ensure the quality and integrity of all data-related processes and products. 
• Collaborate with the country Data Specialist and the Headquarters Research and Data Teams to improve the existing tools and practices.
• Adhere to the ACTED Code of Conduct.
    

REQUIRED SKILLS:
  

• Bachelor’s degree completed or in process in a sphere of social sciences, data science, information management or other related specialization.
• Good knowledge of descriptive and inferential statistics, basic knowledge of data science
• Strong skills in Python and/or R for data analysis (pandas, tidyverse) and willingness to work with both.
• Strong skills and experience with Power BI.
• Good Excel skills.
• Fluency in English is required.
• Understanding data confidentiality and data security principles.
• Ability to multitask with tight deadlines, on numerous research cycles in complex environment.
• A self-starter with a proven ability to work independently.
• Ability to operate in a cross-cultural environment requiring flexibility.

 NICE TO HAVE:
  

• Experience with Kobo Toolbox or similar platforms.
• Experience in humanitarian sector.
• Experience with other analytics or automatization tools would be a plus.
