Finance Officer
1. Background
Team4UA is a Ukrainian charitable organization established in March 2022 with extensive experience in emergency relief, recovery, and innovative reconstruction projects. Team4UA collaborates with UN agencies, international partners, and local organizations to implement high-impact humanitarian interventions, including frontline assistance, community support, and capacity-building activities.
With operational teams located in Kyiv, Lviv, and Dnipro, Team4UA works closely with communities, authorities, and civil society organizations across Ukraine, including those operating in hard-to-reach or conflict-affected areas.
2. Purpose of the Assignment
The Finance Officer is responsible for the day-to-day operational management of financialtransactions, maintaining management accounts and ensuring the accuracy of theorganisation’s financial data. This role involves working directly with source documents,supporting budgeting processes and assisting in the preparation of reports for donors andinternal use. The Officer ensures compliance with internal control policies and assists in theimplementation of financial procedures at project level. This role directly supports theFinance Manager by providing a reliable database for management decision-making.
3. Key Responsibilities
A. Documentation and internal control
- Transaction processing: Ensuring the accurate processing, verification andthorough documentation of all expenses and payments in accordance withestablished procedures.
- Compliance: Ensuring full compliance with legal requirements, including taxobligations and reporting standards at the operational level.? First-line control: Verifying that financial requests and supporting documentscomply with the organisation’s internal policies.
B. Budgeting and reporting support
- Budgeting support: Participating in the development of project budgets andproviding technical data for the development of new grant proposals.
- Cost monitoring: Regularly tracking actual expenditure against the budget andinforming management of any identified variances.
- Report preparation: Collecting data and preparing draft financial reports for donorsand internal management.
C. Accounting and auditing
- Period-end closing: Carrying out month-end closing procedures, includingreconciliation of bank accounts and project ledger accounts.
- Audit preparation: Organising and preparing the necessary documentation forexternal and internal audits.
- Interaction with departments: Collaborating with the procurement and accountingdepartments to ensure the integrity of financial information.
D. Treasury operations
- Payment management: Verifying payment forms (PAFs) and monitoring thetimeliness of payments to suppliers and partners.
- Forecasting: Collecting cash flow forecasts from budget managers to consolidatethe overall treasury plan.
I. Working with partners
- Verification of partner reports: Initial analysis of partners’ financial reports forcompliance with donor requirements.
- Capacity building: Providing practical assistance to staff of partner organisationsregarding expenditure documentation rules.
4. Qualifications and Experience
Education:
- A degree in finance, accounting, economics or business administration.Required experience and qualifications:
Professional experience:
- At least 3 years’ experience in a role as an accountant orfinancial assistant/officer (preferably in the international sector).
Technical skills:
- Advanced proficiency in Microsoft Excel
- Experience workingwith professional accounting software or ERP systems.
Knowledge of donors:
- An understanding of the financial requirements of majorinternational donors (e.g. ECHO, UNHCR, OCHA) would be an advantage.
Language:
- Fluent in Ukrainian
- Working knowledge of English (ability to correspond and preparereports).
5. Duration and Duty Station
Duration: 6 months (with possibility of extension subject to funding).
Duty Station: Kyiv, Ukraine (with possible field travel).
6. Reservation: In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment). Reservation is processed in line with national regulations and internal procedures.
