Requirements

  • At least 1-2 years of work experience, preferably in humanitarian organizations or government or risk & compliance or legal or audit or grant management or any other relevant field.
  • Some experience working with local and national organisations.
  • University degree in a relevant field.
  • Risk and compliance, governance, audit or fraud certification will be considered an advantage.
  • Some knowledge in various aspects of the project management cycle, donor regulations and compliance.
  • Strong organisational and analytical skills, and attention to detail.
  • Interpersonal and communication skills. Ability to work well with other people.
  • Ability to work effectively under pressure and handle multiple tasks. 
  • High proficiency and productivity in use of computers and applications, specifically Microsoft Word, Microsoft Excel, Microsoft PowerPoint and working online. Ability to learn new systems and applications quickly.Ability to travel within Ukraine is required. Be prepared to travel to implementation sites
  • Fluency in English


Responsibilities

Risk Management

  • Facilitate the identification, analysis, evaluation, treatment, and monitoring of partner organisational and project risks. Actively support partner organisations with risk assessments.
  • Collaborate with /support the partner organisations and project stakeholders to develop and maintain organisational and project risk registers.
  • Support partner organisations conduct monthly monitoring of the risk controls & treatments of their risk registers. Ensure subsequent updates to the risk registers on Riskonnect.
  • Build strong relationships with project stakeholders (partners, project team, WV departments) to understand risks to their organisations, functions and activities.
  • Monitor and analyse risks within the internal and external context to conduct comparative analysis with incident data and other sources of risk data for a holistic view of the risk profile in partner organisations and partner project activities. Share findings with partner organisations, project managers and UCR management.
  • Capture key partner related risks and WV functional/departmental risks on the UCR Risk Register on Riskonnect – World Vision’s enterprise risk management platform. Ensure regular updates, as changes occur.

Compliance Management

  • Work with the Partnerships Unit, Operations Team, Grant Acquisition & Management Unit, Finance Department and other key compliance stakeholders to ensure that donor regulations and requirements; World Vision policies and standards; humanitarian principles, standards and expectations; and legal and statutory requirements are communicated simply and clearly to all project stakeholders, including partner organisations. Ensure partners are aware of and comply with data protection laws and regulations.
  • Assure that World Vision and partner activities are carried out in compliance with donor regulations and requirements. Collaborate with other compliance stakeholders to undertake quality assurance and compliance spot checks, targeting risky functions and activities in partner organisations.
  • Monitor partner organizations’ data protection practices, ensuring they are in line with WV's Data Protection Policies and donor requirements.
  • Ensure proper handling of any data subject access requests or privacy concerns raised by beneficiaries.
  • Ensure that relevant compliance violations are documented, actioned, and resolved. Escalate any unresolved issues to relevant Project Manager, Operations Director and Risk & Compliance Senior Manager.
  • Provide support to partner organisations and project staff to identify areas of improvement in compliance management.
  • Support the Partnerships Unit in the development and review of partner agreements, ensuring alignment to donor, WV, humanitarian and legal/statutory requirements. 
  • Legal advisory to partner organisations regarding compliance to Ukrainian and Moldovan laws and statutory requirements. Complete &submit quarterly reviews, as well as escalate and follow up on any major requests to Risk & Compliance Senior Manager, and to external legal firms as will be advised. Ensure that issues and action points arising from the compliance reviews are reported to relevant management and closed in a timely fashion. 
  • Review all internal audit reports to identify and understand potential areas of compliance risk/vulnerability. Using these and the implementing partner to develop corrective action plans for resolution of issues. Follow up on the implementation and closure of recommendations and action points.

Capacity Sharing

  • Assess risk and compliance knowledge gaps among partners organisations and develop a plan to address them. Ensure coordination with the Partnerships Unit for any capacity sharing activities planned with partner organisations.
  • Organise and facilitate training of partners on enterprise risk management principles, framework, standards, tools and practices. Leverage risk and compliance capacity in partner organisations to support any training opportunities.
  • Provide training and capacity building to partner organizations and internal staff on data protection principles and secure handling of personal data. 
  • Support compliance stakeholders in ensuring that partners are trained on relevant compliance requirements (donor regulations, humanitarian standards, WV policies and standards, and legal and statutory requirements). 
  • Support partners in implementing safeguards for sensitive information and respond to any data breaches in compliance with legal and donor requirements.
  • Facilitate risk and compliance capacity sharing within partner organisations and World Vision. This includes learning from partner organisations, organising learning events and information sharing, facilitate a network of risk and compliance focal points among partner organisations.
  • Contribute to strengthening the process to track partner maturity (progress made over time and impact of World Vision’s work with the partner organisations).

 Analysis & Reporting

  • Undertake analysis of risks, compliance issues and incidents and develop insightful and actionable reports to partners, operations and UCR leadership.
  • Ensure that significant and fast-moving risks are escalated to leadership on a timely basis.
