Job Summary
The M&E Officer is responsible for coordinating and implementing the monitoring and evaluation framework for ChildFund Deutschland?s branch in Ukraine. This includes ensuring the effective tracking of project goals, outcomes, and impacts within a consortium of several organizations implementing humanitarian relieve activities with the aim to improve protection of children in emergencies in Ukraine, through safe shelters, the provision of food and non-food items as well as psychosocial support. The M&E Officer will also build the capacity of project teams and partners in M&E practices.
Location: Lviv city with occasional field trips and monitoring visits inside Ukraine
Full-time: 100% engagement, 40h per week

Background
ChildFund Deutschland is a child protection organization that aims to improve the future opportunities of children in need, their families, and their entire environment on an international scale since 1978. The aid and development projects focus mainly on child protection, education, health, livelihoods, nutrition, and women’s empowerment. Furthermore, ChildFund Deutschland provides emergency aid in crisis situations and promotes development-oriented action in society.
From 2006, for more than 17 years, ChildFund Deutschland has been active in Ukraine. Since 2014 we are working in Ukraine with children affected by the Russian aggression and their families supporting them by our development projects. Since the end of February 2022 ChildFund Deutschland has been launching its humanitarian aid activities in Ukraine.
Key Responsibilities
Monitoring and Evaluation Framework
- Implement and if necessary, adjust the M&E framework. Secure project progress is tracked and effectiveness of program activities secured.
- Track and review indicators and performance targets in collaboration with program staff and consortia partners.
- Ensure alignment of the M&E framework with donor requirements and organizational goals.
Data Collection and Analysis
- Oversee the design and implementation of data collection tools and methodologies, ensuring that they are appropriate and inclusive.
- Regularly analyze data to assess progress against program objectives and identify trends, gaps or areas for improvement.
- Centralization of databases within the consortia and ensuring accessibility of information
Capacity Building and Training
- Provide training and support to program staff and consortia partners on M&E concepts, tools, and practices to build their capacity.
- Develop user-friendly M&E guides, templates, and manuals for staff and consortia partners.
- Support field staff in implementing M&E activities, including data collection and quality assurance.
Collaboration and Coordination
- Work closely with program teams and consortia partners to integrate M&E activities into project workflows.
- Coordinate with consortium partners, donors, and stakeholders to harmonize M&E practices and share best practices.
- Act as a key liaison for M&E-related matters within the consortia.
Data Quality and Compliance
- Ensure the quality, consistency, and reliability of data by reviewing reports from consortium partners and provide recommendations for improvements and changes
- Develop and enforce data security and confidentiality protocols, especially when handling sensitive beneficiary information.
- Maintain compliance with donor requirements, organizational policies, and ethical standards in all M&E activities.
Reporting and Accountability
- Prepare timely and comprehensive M&E reports, including progress reports.
- Provide regular feedback to program teams, helping them address challenges and improve implementation based on findings.
- Ensure accountability to beneficiaries by incorporating feedback mechanisms and community engagement into M&E practices.
Qualifications and Skills
Education
Bachelor’s degree in social sciences, statistics, international development, or a related field. A master’s degree is an advantage.
Technical Skills
- University Degree in Sociology or Statistics
- Significant experience (at least 1,5 years) in monitoring and evaluation, preferably in a humanitarian context and consortium projects
- Fluent in English and Ukrainian
- Proficiency in M&E tools and software (e.g., MS Excel, SPSS, Stata, or R).
- Experience with mobile data collection platforms (e.g., Kobo Toolbox, ODK).
- Strong understanding of qualitative and quantitative data collection and analysis methods.
