General Context: 

HEKS/EPER is actively engaged in addressing the humanitarian crisis in Ukraine, responding to the far-reaching consequences of the ongoing conflict. The organization provides emergency assistance, focusing on those most affected by war, including displaced individuals and vulnerable communities. Its efforts emphasize the provision of essential services such as shelter, food security, and psychosocial support, alongside facilitating integration and resilience-building measures. 

Role Overview: 

The HR Manager will play a central role in advancing HEKS/EPER's humanitarian mission in Ukraine. This position encompasses overseeing key HR functions such as recruitment, records management, archiving, staff development, and employee relations. Operating within a dynamic and fast-paced environment, the HR Coordinator will ensure that human resources strategies and practices effectively support the organization's operational and programmatic objectives. 

Roles and Responsibilities

General: 

  • Policy and Compliance: Implement HEKS/EPER policies and SOPs while ensuring adherence to local laws, donor requirements, and organizational guidelines.  
  • Support to Line Managers: Provide comprehensive and effective HR support to line managers, addressing recruitment, staff development, employee relations, and other HR-related matters. 
  • Team Management: Oversee and manage the HR personnel to ensure efficient and professional delivery of HR services. 

Specific: 

  • Facilitate and/or manage recruitment of national staff, selection, and onboarding processes in compliance with local laws and organizational policies. 
  • Manage the onboarding process from A to Z; pre-boarding process, boarding planning, inductions and follow up on probation period. 
  • Follow up on performance management of national staff; probation period, periodic chick-in on performance plan, performance improvement and end-of-term performance evaluation. 
  • Provide support in payroll management and benefits administration. 
  • Maintain accurate HR records and reports; ensure up to date trackers, employee records and recruitment files. 
  • Efficiently allocate and manage resources to maximize productivity and achieve organizational goals, ensuring sustainable and impactful outcomes. 
  • Foster a culture of empowerment by providing opportunities for growth, encouraging decision-making, and building trust through transparency and accountability.

Role Competencies: 

- Professional Competencies: 

  • Graduated from University.
  • Minimum 4 years of experience in Ukraine as HR. 
  • Minimum 1 year of experience working within Humanitarian Context. 
  • Minimum 2 years of experience of managing a team. 
  • Strong Knowledge of Labour Law. 
  • Very Good English skills.
