SCOPE OF WORK   

USAID Transformation Communications Activity

Job Title:  Communications Manager, Coordination Center for War Crimes Survivors and Witnesses

Estimated Period of Performance/Level of Effort: Short-term (up to 130 days LOE, not past December 31, 2024)

Background:   

The USAID Ukraine Transformation Communications Activity (TCA) is a six-year activity whose purpose is to partner with the Government of Ukraine (GOU), the private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The Activity's objectives are to equip USAID and its partners to conduct data-driven communications, increase the quality and quantity of strategic communications on reform dividends, and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.

In April 2023, the Prosecutor General’s Office of Ukraine (PGO) established a Coordination Center for War Crimes Survivors and Witnesses, which aims to inform survivors and witnesses about their rights and the investigation status, prevent re-traumatization, coordinate the provision of psychological, medical and social assistance, etc. The Center is equipped with psychologists and social workers, who ensured that survivors and witnesses seek necessary health and legal support to cope and obtain justice. In 2025, the PGO plans to open 2-3 Regional Centers and aims to expand the number of Regional Centers in future years. The Center has one communications professional in place, and the assignment should focus on bolstering communications through content development, as well as building communications infrastructure and capacity building for the Center to continue strategic communications initiatives following the completion of this assignment. Interventions should be user-friendly, scalable, and replicable for communication professionals and/or other Center employees. 

To bolster utilization of this resource, TCA will support the PGO through a short-term embedded Communications Manager who will provide ongoing daily support to help ensure communication with and about the survivors and witnesses of war crimes and activities aimed to assist these people. The embedded expert will join the existing TCA-PGO Communications Team, which focuses on war crime communications. 

Responsibilities 

  • Assist the TCA-PGO Communications team to develop a network of stakeholders involved in the efforts to support survivors and witnesses of war crimes
  • Engage in daily communication activities regarding the Office’s activities aimed at survivors and witness support, particularly focusing on the Coordination Center for War Crimes Survivors and Witnesses
  • Create content and implement media, communications, and public relations strategies to support victim and witness support activities and the Coordination Center for War Crimes Survivors and Witnesses. The Communications Manager should balance content creation with tool/template development for Center communicators, and ensure that tools and resources for content can be easily updated and examples can be followed by the Center’s staff after the end of the assignment. 
  • Develop a mini strategic communications plan for the 6-month assignment, which shall be updated at the end of the assignment for the following 12 months, using user-friendly, low-cost interventions. The communications plan should be based on the Communications Strategy of the Coordination Center for War Crimes Survivors and Witnesses, which will be developed by the TCA-PGO communications team leader.
  • Develop a user-friendly communications toolkit with graphics, key messages, social media principles, and do-no-harm communications built into templates and tools. 
  • As needed, assist the TCA-PGO Communications team with crisis communications on the process of documenting and investigating Russia’s war crimes in Ukraine.
  • Provide communication support for PGO’s media events, particularly those related to the Coordination Center for War Crimes Survivors and Witnesses.
  • Support TCA in communication with PGO and joint project implementation.
  • Support any TCA strategic communications campaigns related to conflict-related sexual violence, survivors and witnesses, etc. 
  • Provide TCA with analytical insights regarding current and planned communication activities on documenting and investigating CRSV crimes in Ukraine. 
  • Work in the PGO office in Kyiv. 
  • Report to TCA and the PGO. 
  • Provide written reports on the progress of their work within the PGO on a weekly, monthly, final, and as-requested basis.

Expert Profile or Expertise required

  • Master’s degree preferred (preferably in communications, law, economics, marketing or other relevant field related to PR and Communications);
  • Fluent Ukrainian and English writing and speaking 
  • Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels;
  • Strong analytical skills;
  • Proactive, results-driven approach, track record of successfully working in a reform-driven environment;
  • Ability to work both in a team and autonomously with minimum supervision but within the respect of given constraints and guidelines;
  • Advanced computer literacy;
  • Emotional intelligence, ability to work in a stressful environment;
  • Understanding of do-no-harm approaches and trauma-informed modalities of working with survivors of atrocities is preferred. 
  • Proved management skills (usage of any management instruments would be an asset).

General professional experience: 

  • Minimum three years of general professional experience and one year in communications
  • Experience in legal communication or human rights will be an advantage
  • Experience working with government bodies and/or NGOs is strongly preferred/
  • Demonstrated ability to establish systems and provide training/capacity building in communications, strongly preferred.
