MISSION :

The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). 

The MdM Network consists of 17 civil society organizations united by a shared vision: a world where health is recognized as a fundamental right.

Our Network operates more than 400 programs, both domestic and international, across over 70 countries. Around the world, we enable people whose health is in danger to access quality medical services.

MdM provides emergency medical aid in disaster and crisis situations, works collaboratively to ensure universal access to healthcare and, if possible, assists with reconstruction measures. The MdM Network works collaboratively to ensure universal access to healthcare. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background. We provide care, bear witness, and advocate for social change, as well as fighting injustice. 

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field office in Vinnytsia. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

The MEAL Manager is based in Dnipro.

JOB SUMMARY 

Under the supervision of the Programme Coordinator, the Meal Manager is responsible for leading the design, implementation, and oversight of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system across all programmatic areas. This role ensures that quality assurance mechanisms, data systems, and community feedback structures are effectively integrated into project planning and execution to enhance program impact, transparency, and inclusiveness.

 RESPONSIBILITIES DESCRIPTION: 

Key responsibilities

  • Strategic MEAL Leadership: Lead the development and implementation of a comprehensive MEAL framework in collaboration with operational and medical units, ensuring alignment with MdM Germany’s strategic objectives and donor requirements in Ukraine.
  • Data Systems & Management: Strengthen and oversee robust data management systems to optimize the collection, analysis, and reporting of both qualitative and quantitative data, applying an Age, Gender, and Diversity (AGD) lens to ensure inclusive and equitable programming.
  • Technical Support & Data Literacy: Provide ongoing technical support to program teams to enhance data literacy and promote the effective use of data for decision-making. Champion the integration of Accountability to Affected Populations (AAP) principles across all MdM Germany programs in Ukraine.
  • Quality Assurance & Protection Mainstreaming: Ensure the integration of quality benchmarks and accountability standards into program design and implementation, including protection mainstreaming and adherence to Core Humanitarian Standards (CHS).
  • Community Engagement & AAP: Establish and maintain accessible, inclusive, and responsive community feedback and complaint mechanisms. Promote meaningful participation of affected populations in program planning and evaluation.
  • Capacity Building: Design and deliver training and mentoring for staff and partners on MEAL tools, methodologies, and ethical data practices to build internal capacity and ensure consistent application of MEAL standards.
  • Reporting: Contribute to the preparation of timely, accurate, and evidence-based interim, annual and final reports for donors. Participate in mission documents production, especially proposals and/or concept notes.

 Programme Planning, Monitoring, Evaluation and Reporting

  • Ensure and verify the programmatic progress of the projects with use of appropriate monitoring methods/tools.
  • Participates and ensures that protection considerations (e.g. for GBV) are in place during monitoring, to ensure that best practices regarding engaging with women and girls and with consent.
  • Conducts monitoring and evaluation visits to MdM Germany locations in Ukraine and prepares comprehensive field visit reports.
  • Ensures that information needs, local capacities, protection concerns, the preferred solutions to needs, and preferred ways to provide feedback/ complaints are included in the assessment and in reports.
  • Ensures data confidentiality and protection.
  • Designs data collection tools including questionnaires to verify the implementation and to measure the satisfaction of the beneficiaries. With features - a) Collection of basic data about the beneficiary b) Verify that the beneficiary received the service within the duration of the project c) Measure the overall quality of the service and satisfaction of the recipient. 
  • Contributes to donor reporting and provides cross-team support for quality reporting.
  • Identifies program priority areas and provides input with the support of Programme Coordinator

 Technical and Operational Support

  • Ensuring that community engagement and accountability training, including what it is and basic principles of community engagement for accountability, is rolled out for MdM staff and partners.
  • Support in establishing communication channels, within communities, available for giving feedback and complaints.
  • Provides technical support and build the capacity of MdM teams to include information sessions about MdM’s values and principles (Core Humanitarian Standards; the MdM Germany has zero-tolerance for Sexual Exploitation, Abuse and Harassment)
  • Ensures the implementation of a PDM or impact assessment component. 
  • Provide guidance and input on data needs linked with quality and accountability indicators.
  • Ensure that all staff at all levels fully understand and promote accountability.

 Communication and Coordination

  • Participates in national working groups and clusters like AAP (Accountability to Affected Population), PSEAH (Prevention of Sexual Exploitation Abuse and Harassment) and create linkage.
  • Co-facilitate the Programme Coordinator at the weekly coordination meetings providing updates and addressing operational challenges.
  • Finds ways for community voices to be represented with the support of Communication and Reporting Officer.
  • Acts as a PSEAH focal person at mission level and performs all the necessary training for the staff.
  • Provides guidance on AAP activities and has information on toolkits and resources available for the field teams.

 Additional tasks

  • Contributes to assessments of new locations in collaboration with Security and Liaison officers and the Programme Coordinator.
  • Contributes to the writing of project proposals.
  • Performs other duties on request of the Programme Coordinator.

 REQUIRED QUALIFICATIONS:

Academic background: Degree in Economics or related field 

 REQUIREMENTS:

  • Language requirements: Advanced Ukrainian, English and Russian
  • Computer requirements: Competency in MS Word and Excel. /

  • Вимоги до комп’ютерних навичок: Володіння програмами MS Word та Excel.

 EXPERIENCE:

The successful candidate must have:

  • Minimum 5 years’ experience
  • Good knowledge of M&E methodologies is a great asset

Previous experience with NGO is an asset
