Team Leader / Humanitarian Mine Action
Founded in March 2022, Team4UA is a Ukrainian charity with experience in effective emergency relief, recovery and innovative reconstruction projects in partnership with UN agencies (WFP, UNICEF) and international NGOs or charities (Mercy Corps, TED). Of the 2.3 million beneficiaries reached by humanitarian aid since March 2022, Team4UA has implemented other projects, such as the construction of a public school in Lviv using 3D concrete printing technology.
We have extensive experience working in frontline regions and areas heavily affected by hostilities, including the border areas with the Russian Federation. Since the beginning of the full-scale invasion, Team4UA has been covering the most inaccessible areas or those with a large number of people in need of assistance due to internal displacement or return. In this context, the organisation not only provides humanitarian support, but also successfully coordinates the evacuation process and all related services, while developing localisation in Ukraine through supporting and strengthening the capacity of local NGOs.
Former tech entrepreneurs have combined their knowledge and experience to lead Team4UA, taking an innovative approach to addressing the most critical and long-term needs. Team4UA teams are based in Lviv for administrative and financial support, in Kyiv for operations, and in Dnipro for monitoring and evaluation.
In connection with its core activities, TEAM4UA will open a Mine Action Project to support the humanitarian need and resilience of communities in the field and is looking for a Non-Technical Survey and Explosive Ordnance Risk Education Team Leader.
Job description:
Under the supervision of the Operations Manager (OM), the overall role of the NTS-EORE Team Leader is to ensure the quality of planning, the implementation and follow up of all technical aspects of NTS-EORE activities, the development of good relations with the persons concerned and to maintain these relations, also with relevant stakeholders and other humanitarian actors, the adequate support for the implementation and coordination of TEAM4UA Humanitarian Mine Action activities within his Area of Responsibility (AoR) in Ukraine.
Responsibilities:
Non-technical Survey
Assist the OM in prioritising and planning of NTS tasks in AoR;
Implement NTS and EORE processes in compliance with relevant organization SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholders’ interviews and reporting;
Assist the OM in the identification of areas for NTS processes through desk studies;
Identify hazardous areas within the AoR, compile all necessary reports (in English and Ukrainian) as per SOP and make recommendations for prioritisation of follow up with mine action activities;
Ensure marking activities are conducted in line with organisation SOPs and guidelines;
Be responsible for providing logistic support to the NTS team;
Conduct Community Liaison prior to, during and after NTS to guide the deployment of assets and verify the relevance and impact of the intervention;
Identify, implement any EORE activities when needed and report to the OM for further EORE identified activities;
Assist the OM in the preparation of the NTS team(s) for the operational accreditation;
Identify needs for training and capacity building of NTS team(s) and share with the OM;
Understand and follow all safety organisational SOPs and communicate any change on the security situation to the OM and the Security Specialist;
Assist the OM with timely and quality NTS and EORE inputs to internal and external reports, concept notes, proposals, and other similar documentation.
Reporting:
Prepare weekly and monthly plan and assist the OM for quarterly work plans;
Prepare weekly and monthly reports and assist the OM for quarterly report;
Keep accurate records of daily, weekly, monthly activities, beneficiaries involved, and risks identified, all in accordance with relevant government, donors’ regulations and TEAM4UA requirements;
Ensure that NTS and EORE data are submitted to the OM and according to the Information Management SOPs;
Ensure and maintain equipment in good condition and report any damage to the OM.
Coordination
Proactively participate in regular TEAM4UA HMA meetings and provide updates as appropriate;
Establish and maintain working relations with local authorities and with communities of intervention to ensure a smooth implementation of HMA activities;
Establish working relations and regular communications with security stakeholders (police, military, civil defence, vigilantes) in the areas of operations in close collaboration with the OM and the Security Specialist;
Support the OM in liaising with the above-mentioned stakeholders and authorities;
All other responsibilities included in the approved NTS-EORE SOP.
Any other duties as indicated by the supervisor.
Experience and competencies:
Secondary/High school education
HMA experience
At least 1 year of proven previous experience in NTS and/or other HMA activities (such as deminer or EOD team member)
Certificate of participation in a deminers training and NTS by recognized INGO;
Knowledge of HMA SOPs;
Understanding of the Land Release concept;
Knowledge of Explosives Ordnances encountered in Ukraine (Basic EO recognition);
Excellent knowledge of topography and map drawing, basic handling of compass, GPS, laser range finder and digital camera;
Understanding of contamination size and problem in eastern Ukraine;
Knowledge about MA stakeholders and partners in Ukraine;
Knowledge of local communities; actual inhabitants of these areas are preferred;
Good knowledge of MS Office programs and mapping programs;
Valid driver license;
Fluency in Ukrainian; working level of English is an advantage;
Good organisational and communication skills;
Willingness to work in difficult settings;
Excellent ability to work in a team.
