MISSION:

The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background. 

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

The Security Officer is based in Dnipro.

JOB SUMMARY

Under the supervision of General Coordinator will assist him/her in the following tasks: the Security Officer will ensure the safety of MdM staff and assets as well as the safety and smooth running of MdM operations wherever it operates. 

RESPONSIBILITIES DESCRIPTION: 

FUNCTIONS

  • Provide security policy guidance and security management support to MdM activities to enable effective programme planning, implementation and delivery within the framework of all MdM security policies and procedures; 
  • Review the potential impact of current as well as future potential security factors and trends on MdM planning, programme design and delivery, as well as the possible impact that programme design might have on the stability and security, ensuring that possible support needs are identified and improvements are implemented; 
  • Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of MdM missions, ensuring the safety and security of MdM staff as the highest priority; 
  • To support MdM to protect and minimize the risk to MdM staff, project personnel, property and operations in all locations and at the same time enabling MdM programme delivery throughout; 
  • Conduct regular threat and risk assessments of operations in locations where MdM projects are implemented, identify and implement appropriate risk mitigation measures.
  • Ensure all MdM staff have appropriate security clearances when travelling and there is a close follow-up on trip development and safe return. 
  • Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, fire equipment, etc.); 
  • Provide orientation and training to international and national staff members on safety and security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas; 
  • Immediately report all security-related incidents involving MdM staff.
  • Establish and maintain good relationships with national law enforcement, military and civil intelligence authorities, municipal/civic/traditional leaders and other partners related to MdM activities. 
  • Participate in inter-agency and civil/military security coordination meetings and operations.
  • Create and maintain security-related databases for MdM staff and assets while maintaining full confidentiality.
  • Conducts hotel, office, and staff medical care assessments, as required.
  • Prepares reports on minor cases of theft, illegal entry, assault or other incidents. Ensure that staff are filling out incident report forms as required.
  • Ensures that staff members are kept fully informed on matters affecting their security and safety.
  • Conducts routine security surveys of office and residential areas and premises. 
  • Serves as a member of interdisciplinary team on matters of non-routine nature, such as evacuations, relocations, medical emergencies, or hostilities that threaten the safety of MdM Germany staff.
  • Any other duties as directed by the Line Manager and/or General Coordinator

REQUIRED QUALIFICATIONS:

Academic background: 

  • University degree or equivalent in Security management, information management or business administration, political/social science, or international relations with a focus on security management or other relevant education.
  • Сompletion of High School Diploma or equivalent. A post-secondary certificate in the related functions area is desirable. 
  • Experience in drafting incident or analytical reports is an asset.  

REQUIREMENTS:

  • Language requirements: English
  • Computer requirements: Competency in Microsoft Office Environment.

EXPERIENCE:

The successful candidate must have:

  • Minimum 2 year experience in an INGO setting desirable 
  • Minimum of 2 to 3 years of progressively experience in safety & security field-related positions.

Fixed term contract with possibility of extension depending on funding
