Program / Department Summary

Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighbouring countries. In response to humanitarian needs, Mercy Corps has provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations.

At the same time, Mercy Corps acknowledges that together with addressing humanitarian needs, it is also important to engage in recovery activities leading to resilience of communities. Therefore, alongside ongoing emergency activities, Mercy Corps is implementing a resilience program, that contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, small to medium enterprise (SMEs) and agriculture sectors, this resilience program works as an adaptive response mechanism and will adjust programming according to ongoing analysis of the context and potentially changing needs. Notably, nearly all our programming is delivered in partnership with Ukrainian civil society organizations matching humanitarian and resiliency action with capacity strengthening and a real commitment to localization.

General Position Summary

The Monitoring, Evaluation, and Learning (MEL) Officer will play a critical role in the oversight and implementation of MEL activities of the emergency and Rapid response Mechanism programs inclusive of MPCA, NFIs, Food, WASH, and shelter basic needs assistance. They will support MC and partners in their MEL activities and they will contribute to the development and execution of monitoring and evaluation systems, ensuring adherence to established standards and providing valuable insights for learning, accountability, and decision-making.

This role will be responsible for creating and maintaining effective data collection systems, conducting monitoring visits, organizing capacity building activities for partners, and conducting analysis to generate actionable insights. The MEL Officer will play a key role in enhancing program effectiveness through accurate data analysis and reporting. The ideal candidate should possess strong technical skills in MEL methodologies, and experience in working with local partners, and facilitating trainings.

Essential Job Responsibilities:

1. Strategy & Vision
- Ensure that the MEL systems for programs are in compliance with Mercy Corps’ standards and strategic initiatives.
- Visit sites to monitor activities, collect supplementary data, stories and conduct qualitative research both independently and in teams and support partner-organizations with proper documentation and report generation.
- Support in the training and oversight of enumerators for data-collection.
- Lead and support the design and implementation of Rapid Needs Assessments, including trainings, data collection, analysis and report writing.
- Support learning-to-action events, reflection session, and After-Action Reviews to analyse data for programmatic use and to document and incorporate lessons learned into program design, planning and implementation.
- Actively participate in any additional evaluation MEL activities including but not limited to baseline surveys, PDMs, end-line surveys, evaluations, household surveys
- Work closely with the program teams and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.

2. Data Management & Technical Support
- Assist FCDO and RRM program teams to develop data collection, analysis and visualization tools.
- Develop Information management systems to support data collection, reflection, analysis, and reporting needs.
- Ensure quality control procedures and accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned.
- Provide support in the development of tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.
- Build the capacity of all relevant team members (including partner staffs) to develop and maintain MEL systems.

3. Internal & External Coordination
- Maintain an active advisory role with the program and MEL team to help guide them towards robust and relevant data collection.
- Coordinate with local authorities, and partner organizations to ensure timely data collection for the required Rapid Needs Assessments.
- Conduct himself/herself both professionally and personally in such a manner as to credit Mercy Corps and to not jeopardize its mission.
- Perform any other duties as assigned by his/her supervisor or representatives.

4. Organizational Learning
As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

5. Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

6. Security
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.

Accountability

Reports Directly To: MEL Manager (Ukraine)

Works Directly With: Response MEL Lead, FCDO Program Manager, RRM Lead, RRM Coordinators, Response MEL and Technical Teams, coordinates work with the regional and HQ-level counterparts on data, MEL and automation.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Knowledge & Experience

  • Academic background or equivalent experience in social science, statistics, international development, economics, or other related field.
  • Academic or formal training on technologies and M&E will strongly enhance the candidate’s ability to succeed in this job.
  • Three years of experience in MEL and/or Information Management related activities
  • Experience on conducting trainings and developing training material
  • Relevant experience in field survey/data collection techniques, data verification, analysis, visualization, and reporting.
  • Strong computer literacy with a full knowledge of MS Office applications;
  • Knowledge of statistical analysis software such as Power BI, SPSS, R, and/or mobile data collection platforms preferable.
  • Strong team coordination, listening, and consensus building skills.
  • Should understand concepts and demonstrate skills in monitoring and evaluation, results frameworks/program logics, and participatory monitoring.
  • Experience with both quantitative and qualitative data collection and reporting techniques..
  • Strong ability to work across teams.
  • Communicates well with remote collaborators.
  • Manages multiple priorities and deadlines.
  • Advanced oral and written English skills required.
  • Language skills in Ukrainian or Russian required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff.  Working as part of a team and coordinating with project personnel, as well as strong organizational skills, are essential to this position.
