Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)“ to fill the position:
Project Manager (full-time, Kyiv / Dnipro / Odesa)

Due to the widespread destruction of essential basic services in Ukraine, more than 14.6 million people, including 3.7 million internally displaced persons (IDPs), are in dire need of assistance, particularly in the eastern and southern regions.
To address the pressing need for comprehensive support, the new Multi-Donor Action “Strengthening Communities in South and East Ukraine through Localized Action (EMPOWER)” is planned. The project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and receives co-financing from DG ECHO (EU) with a total commissioning value of 28,235 Mio. EUR. The objective is to provide protection, psychosocial support and essential assistance in selected regions of South and East Ukraine (6 oblasts) with a focus on war-affected populations and vulnerable groups. The project will be implemented along the Humanitarian-Development-Peace (HDP) Nexus with a strong focus on the localization agenda, enabling local partners to expand and improve basic service provision and promoting local ownership.
The project is part of the GIZ Ukraine Resilient Society Cluster. The duration of the Action is scheduled from 01.06.2024 to 31.12.2026.
Job responsibilities
The Project Manager will be responsible for:
- coordination of project activities and achieving goals in 6 target regions (Kharkiv, Sumy, Dnipro, Zaporizhzhia, Kherson, Mykolaiv) with our local implementing partners;
- building and monitoring strong partner structures with implementation partners.
Profile and tasks
PROJECT COORDINATION
- close communication, coordination, planning and supporting with local implementing partner organizations (NGOs) regarding their activities in the respective regions. This includes the preparation, conclusion and steering of grants and local contribution agreements;
- controls and monitors the budget of project proposals from local partners;
- is actively involved in preparing and implementing capacity building measures, exchange events, cross-oblast visits;
- responsible for communication and coordination, cooperation with GIZ headquarters and the GIZ country office for the implementation of assigned activities;
- compiles the relevant information for joint activities and assignments;
- participates in monitoring of the activities and achievement of the project indicators;
- coordinates relevant project activities with colleagues responsible for activities in other clusters;
- cooperates with international partner and stakeholders on different levels;
- arranges and coordinates national and international consultants/experts.
COMMUNICATION AND NETWORKING
- prepares input and contributes to communication requirements to the implementing partners (NGOs);
- cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain proper communication of the activities;
- facilitates regular contact and dialogue with other respective GIZ projects.
KNOWLEDGE MANAGEMENT
- compiles information about respective activities and ensures the transfer of knowledge both internally and externally;
- participates in the development of ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures;
- draws up reports and presentation documents;
- prepares appropriate input for various project reports including annual reports to the donors, and contributes to other reports required by the project director and GIZ Country Office;
- performs other duties and tasks at the request of the management.
REQUIRED QUALIFICATIONS AND SKILLS:
- academic degree in public administration, political science, social sciences, economics, health sector or similar field;
- at least 3 years of experience working with an international NGO, national NGO, or in the public sector;
- proven ability to work in a politically sensitive context;
- proven experience and willingness to work in a multidisciplinary project team;
- excellent language skills (written and oral) in Ukrainian and English are required. Knowledge of German is an asset;
- excellent organizational, social and communication skills and proven ability to meet deadlines;
- proven ability to work independently and as part of a team;
- very good working knowledge of digital tools and technologies for information processing, communication, problem solving and computer applications (e.g. MS Office) as an independent user;
- ability and willingness to travel within Ukraine and abroad.

Employment conditions
Full-time position with 40-hours working week. The assignment starts as of 15.09.2024. Probation period – 3 months. Place of duty: Kyiv, Dnipro or Odesa with partially remote mode. The contract duration is until 31.05.2026, with a probability for prolongation.
