The international non-profit organization Management Sciences for Health (MSH), implementing in Ukraine the US Government-funded Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Senior IT Systems and Infrastructure Consultant.
This assignment will contribute to strengthening the operational and technical readiness of the State Service of Ukraine on Medicines and Drugs Control (SMDC) to support the implementation of the new Law of Ukraine on Medicinal Products. The consultant will assess and improve the underlying IT systems and infrastructure environment that supports SMDC registries and related regulatory processes, with a focus on ensuring that registry administration, supporting procedures, and technical controls are organized, documented, and aligned with the current regulatory framework.
Description of services to be provided
- Conduct an inventory and technical audit of servers, systems, networks, and core supporting services relevant to SMDC registries and related regulatory processes, including review of Active Directory, DNS/DHCP, certificates, backup practices, and logging arrangements.
- Analyze the current state of the infrastructure environment, including identification of single points of failure, overloaded nodes, outdated systems, and other priority technical weaknesses affecting reliable operation and administration of registries and related documents.
- Prepare recommendations for priority «quick improvements» taking into account existing technical observations and recommendations provided by competent state authorities, to improve the stability, control, and maintainability of the environment supporting SMDC registries.
- Support improvement of access administration by proposing stronger role-based access approaches and multi-factor authentication options for relevant systems and administrative accounts.
- Support infrastructure hardening and reduction of unnecessary exposure through review of enabled services, access restrictions, IP-based limitations, firewall rules, and relevant network policies.
- Review priority vulnerabilities and prepare recommendations for remediation planning within the agreed assignment scope.
- Prepare draft administrative and governance documentation needed to support sustainable operation of SMDC systems related to registries and regulatory processes, including access policies, administration procedures, and incident response instructions.
- Participate in consultations with SMDC and SAFEMed technical staff and prepare monthly reports on work performed and services provided.
Required Qualifications:
Education:
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, Network Engineering, Cyber-Physical Infrastructure Management, Public Administration, or a related field. Advanced degrees are preferred.
Qualifications:
- Demonstrated experience in IT infrastructure assessment, systems administration, information systems architecture, or technical consulting.
- Experience in conducting infrastructure reviews, preparing technical recommendations, and documenting administrative procedures and technical governance materials.
- Experience with enterprise IT environments, including directory services, network services, access administration, backup, logging, and infrastructure documentation.
- Experience working with government institutions, regulated entities, or public sector digitalization projects is strongly preferred.
- Ability to prepare clear and structured technical documentation, recommendations, and administrative materials for institutional use.
- Strong communication and coordination skills for working with technical and non-technical stakeholders.
Required Experience:
- A minimum of 5 years of relevant professional experience is required.
