Project Description

The purpose of the USAID Furthering Health Reform and Recovery Activity project (FHR) is to Improve the Health System’s Accountability, Efficiency and Transparency in Ukraine to Optimize the Use of Scarce Resources, Provide Equitable Access to Quality Services and Expand Universal Health Coverage to Meet the New and Emerging Health Needs for Ukrainians During and Following the War – and is encompassed in five objectives:

  • Objective 1: Strengthen sustainable financing and governance of healthcare to support health reform and recovery.
  • Objective 2: Improve health workforce capacity for accountable provision of quality healthcare.
  • Objective 3: Expand reach and capacities of digital health platforms and tools driving transparency and accountability.
  • Objective 4: Strengthen public support for health reforms aimed at transparency, efficiency, and accountability.
  • Objective 5: Restore health services and reconnect people to care.

Reduction of corruption is the overarching objective cutting across all the five Objectives. FHR will advance the USAID/Ukraine Mission strategic objective of Reducing Corruption in Targeted Sectors by supporting the refinement and implementation of national healthcare reforms, and helping to institutionalize improved accountability and efficiency mechanisms in the health system.

FHR is a five-year project running from October 2024 to October 2029.

Position Summary

The Technical Advisor for Health Workforce is expected to support FHR’s health workforce capacity-building activities under the Objective Two component. They will provide technical expertise to the project’s activities focused on critical health workforce issues in Ukraine, such as strengthening efforts to train (continuing education), deploy (workforce planning) and retain (such as monetary and non-monetary incentives) healthcare personnel, and improving the regulatory framework around health workforce issues. The position will provide managerial oversight to activities, focusing on high-level management and achievement of results under this component, in close coordination with the Component lead, senior management team and project leadership. The Technical Advisor will be an expert on the project for health workforce planning and expected to provide technical input towards the component’s workplan contributions and activity implementation. 

The ideal candidate has experience in healthcare workforce planning as a leader in a health facility or technical experience advising on such issues or other international technical assistance projects in Ukraine.

This position is based in Kyiv.

Tasks and Responsibilities

Duties and responsibilities will include, but will not be limited to:

  • Provide guidance and quality assurance to project activities, outputs, and deliverables related to health workforce strengthening activities.
  • Serve as a technical expert for the project on health workforce planning issues in Ukraine;
  • Assume responsibility for the effective implementation of work plans to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
  • Contribute technical expertise to ensure project implementation, with a focus on results related to health workforce strengthening;
  • Provide strategic contributions to the sustainability of program activities;
  • Maintain a strong working relationship with the Component Lead, project’s senior leadership team and provide input as needed on technical approach and direction;
  • Develop strong working relationships and a regular dialogue on activity progress and challenges with Project staff in Kyiv and remotely located staff providing short-term technical assistance;
  • Develop strong working relationships with the government of Ukraine, relevant stakeholders and institutions, balancing the varied interests of these stakeholders and fostering collaboration and partnership; 
  • Write and review components of the project strategy, workplan, and implementation reports, specifically those related to health workforce strengthening activities;
  • Conduct training and other capacity development efforts within project team and with stakeholders;
  • Prepare briefs, reports, and analyses based upon project, client, and counterpart need; and
  • Complete other ad hoc tasks as assigned. 

Requirements/Qualifications

  • A Bachelor’s Degree in Public Administration, Public Health, Health Policy, Social Science or related field is required; Master’s Degree preferred.
  • Demonstrated competence in and at least five (5) years of managing and providing technical assistance in key areas of improving medical education, human resources for health, guidelines and standard operating procedures to institutionalize evidence-based practices and procedures and promote transparency and accountability in health education systems. At least 10 years of overall professional experience expected; and
  • Strong interpersonal, writing and oral presentation skills in English are required, and must have fluency/proficiency in Ukrainian.

The Technical Advisor, Health Workforce will report to the Component 2 Lead.
