POSITION OVERVIEW
The Finance Officer will support the finance team in coordinating financial operations of the project to ensure its fiscal well-being. S/he will be responsible for financial recording, processing payments and documentation ensuring compliance with FHI 360 policies and donor/government regulations using sound financial management principles. S/he will operate various financial system applications, including Global Finance and Administration System (GFAS), for recording financial transaction.
KEY RESPONSIBILITIES AND DELIVERABLES
- Maintain accounts records and ensure payments are allocated to the correct project code and budget line.
- Track outstanding project related advances to ensure everything is cleared within the deadline established in Ukraine Finance manual. Repot any delays in clearance to Senior Finance Officer
- Ensure that shared costs are allocated appropriately across projects through SMAC.
- Ensure timely and accurate processing of vendor invoices and field transactions.
- Ensure that all payments are compliant with Ukraine Tax Code and tax withholding requirements.
- Track all VAT payments incurred by the project and ensure that it is recorded correctly in GFAS. Assist in developing and revising, as needed, FHI 360 templates and trackers.
- Confirm that payment packages are compliant with FHI 360 Ukraine policies and procedures, including Finance, HR, and Procurement.
- Ensure that all transactions are booked daily into the accountancy system GFAS in accordance with guidelines.
- Ensure that proper authorization has been obtained before any payment takes place.
- Ensure that all vouchers are properly coded in GFAS (project no., budget line and G/L account), stamped and filed.
- Assist Senior Finance Officer with tracking all outstanding commitments and completing field accruals sheets.
- Maintain a proper and transparent filling system of all documents related to finance. Ensure that all scanned files are of quality and in a readable format.
- Confirm availability of funds before authorization of project expenditures.
- Flag any concerns on financial reporting to the Senior Finance Officer and Associate Director, Finance.
DESIRED QUALIFICATIONS
- University degree in Finance, Accounting, or a similar subject area
- 3-5 years of experience providing Finance related responsibilities.
- Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access) and HRIS /Payroll systems.
- Vocational or specialized training desired.
- Prior work experience in a non-governmental organization (NGO) desirable
- Advanced skills in MS Excel required and major financial accounting and reporting software (Deltek Costpoint and/or MS Navision or equivalent) preferred. QuickBooks knowledge helpful.
- Fluency in Ukrainian and excellent English languages
