Consultant for Digital Engagement to Promote HIV Prevention and Testing among Key and Priority Populations in Ukraine

Background (Project Background): 

FHI 360 serves as the leading technical partner to Pact in the USAID project in Ukraine focused on HIV response efforts. The project's goal is to strengthen Ukraine's efforts to achieve HIV epidemic control by 2030 by improving prevention, testing, and linkage to care programs for key and priority populations.

 Deliverables, Milestones & Due Dates: 

The Consultant will be responsible for developing and launching an advertising campaign for the GoPoruch online platform to promote HIV testing and counseling services among key and priority populations in Lviv, Odesa, Dnipropetrovsk and Kyiv regions and Kyiv city. This includes creating and approving advertising materials for different regional and high-risk groups, launching and monitoring the campaign for 210 days in Lviv, Odesa, Kyiv regions and Kyiv city and 150 days in Dnipropetrovsk region, preparing analytical reports, and delivering a final report on the campaign outcomes.

 The Consultant will be required to provide the following deliverables: 

  • Develop two types of advertising materials for different campaigns. The first set will focus on the European HIV Testing Week, promoting HIV testing and counseling services available on the GoPoruch platform, specifically tailored for the Odesa, Lviv, and Kyiv regions, as well as Kyiv city. The second set of materials will be created in accordance with the previously provided CAHC’s project Campaign Brief to promote online HIV testing services on GoPoruch in Odesa, Lviv, Dnipropetrovsk, and the Kyiv region and city. These materials will target at least four priority populations at higher risk of HIV and will be used in advertising campaigns.
  • Roll out and oversee two advertising campaigns: one for the European HIV Testing Week and another to promote HIV testing services for most at-risk key populations seeking online self-help. These campaigns will enhance the visibility of HIV testing and counseling services available on the GoPoruch platform across social media and Google platforms for a minimum of 210 days, ensuring effective ad placement throughout the campaigns period.
  • Prepare detailed analytical reports on campaigns performance, including engagement metrics, user behavior, and conversion rates, with actionable insights for optimization.
  • Deliver a comprehensive report detailing campaign outcomes, challenges faced, lessons learned, and recommendations.
  • Provide ongoing expert and technical support for CAHC project team and five NGОs involved in GoPoruch implementation in Odesa, Lviv, Dnipropetrovsk, Kyiv region and Kyiv city, including recommendations for improving online visibility and communication strategies.

Location of the Assignment

Remote work: The Consultant will perform their duties remotely from Ukraine.     

Expected Level of Effort: 190 days

Period of Engagement: November 1, 2024 – September 30, 2025

Mandatory Requirements:

  1. Bachelor's degree in marketing, communication, economics, management  or a related field is preferred.  
  2. Minimum of 10 years of experience in marketing or business development. 
  3. A consultant's portfolio with completed projects for the promotion of services and goods (preferably in the non-commercial and public health spheres).
  4. Proficiency in English.

 Desirable:

  1. Experience in projects aimed at popularizing HIV testing and cooperation with NGOs is desirable 
  2. Relevant certifications in smm, product marketing or related areas are a plus. 

Evaluation Criteria

FHI 360 will evaluate proposals from applicants meeting the mandatory requirements in accordance with the following criteria:  

  • Applications not meeting the mandatory qualifications will be disqualified.
  • The extent to which qualifications 1-4 are met (50%) 
  • Oral interview at country (50%).
