Programming Implementation

• Contributing to the planning and design of programme development and proactively monitoring progress, resolving issues and initiating appropriate corrective actions in coordination with technical leads.
• Provide strategic direction and guidance to Program team (Project Officers), and any contractors and consultants hired to implement specific tasks to ensure the projects outputs are achieved as per donor expectations and standards.
• Support Project Officers in the development and modification of all projects documentation (Detailed Implementation Plans, Risk Assessment and Mitigation frameworks, Capacity Building plan, and others that might be required based on specific contract stipulation.)
• Coordinate the delivery of Ukraine Response Projects and ensure activities are in line with Plan International’s standard policies and procedures and in line with the One Response Strategy.
• Support programme technical specialists to ensure programmes are of high quality and have direct positive impact on children affected by crisis.
• Lead on Project start up/closure workshops in coordination with all technical experts, finance, and project teams and with partners and stakeholders.
• Identify and resolve project implementation issues and implement improvement plans to ensure the project stays on schedule and within budget (on scope and on target)
• Actively manage Project Officers to ensure that project’s are meeting donor compliance standards
• Direct implantation for larger projects (BMZ, DEC, AECID, Danida, etc.)
• Support Project Officers and Technical Specialists to write, review and consolidate project reports, ensuring timely submission to Plan National Offices and donors, focusing on quality reporting.
• Managing projects in System Analysis and Program Development (SAP), including approving PR for procurement

Humanitarian Programme Development Strategy and Quality

• Work with the BDM to participate in the development of high quality concept notes and, project proposals worthy of donor funding.
• Provide oversight, and support to implementing partners in all projects’ activities, according to the approved project proposals, donor’s and Plan’s guidelines, work plans, logframes and budgets.
• Ensure appropriate programme quality standards are met in implementation of programmes, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards
• and Minimum Standards for Education Preparedness, Response and Recovery (INEE) and the Core Humanitarian Standards (CHS).
• Collaborate with MERL to ensure that monitoring & evaluation and accountability processes are in place ensuring that feedback is incorporated into programme design and project specific learning is disseminated reaching a wide audience.
• Provide technical expertise to ensure alignment of the humanitarian portfolio with Ukraine national policies, strategies, and systems and international frameworks where appropriate.
• Develop and maintain close contact and relationships with the Government of Ukraine, Local authorities, UN Agencies, Partners and NGOs in order to support the humanitarian response in country.
• Strategically engage with partners in identifying risks and developing strategies to mitigate the identified risks.
• Oversee knowledge management particularly around protection.
• As required, facilitate, coordinate and participate in evaluations, conferences, seminars and communities of practice or other activities related to support for Humanitarian response.
• In collaboration with the Director of Programmes, focus on longer-term program development, NEXUS programming and traditional development work.
• Conducting training and learning activities for staff and partners when required

Canada-Ukraine Police Development Project (CUPDP). The project runs with funding from Global Affairs Canada (GAC) through the Peace and Stabilization Operations Program (PSOP):

Planning and organization of a full cycle of training and development of competencies of law enforcement officers involved in the project (400+ people)

Maintenance and administration of the Personal Data Management System (incl security and confidentiality)

Developing and conducting training courses "Organizational leadership", "The art of public speaking", "Stress Management and Recognition: Key Strategies for police officers", "Decision-Making Skills and Critical Thinking Orientation for Law Enforcement Professionals", "Quality management (values and vision)", etc.;

Advising of the Ukrainian Association of Women in Law Enforcement (UAWLE) on organizational development issues;Developing policies and procedures for UAWLE (Code of Ethics, Privacy Policy, Rules of procedure of the Board Committees, Events planning and procedure, etc.)

Developing M&E and Information management system (trainings, events, conferences, personal competencies, skills and knowledge);

Building a mentorship network on all stages levels (writing concepts and curriculums, conducting trainings for mentors, post-train coaching, etc);

Developing a сompetency framework for UAWLE board members;

Developing, implementing and managing the training development program;

Conducting research and analysis to determine the training needs for law enforcement officers;

Developing learning objectives, course content, training curriculum, lesson plans and learner materials for all training needs

Creating and development concepts of media projects and participation in the production of the final product (posters, videos, campaigns in social networks and offline events, etc.).

Provided expert metodological support to the Ministry of Education and Science of Ukraine in implementing reform of the New Ukrainian School and the development of internal potential and professional competencies of teachers on country level:

Drived and developed the LEGO Foundation’s Master Trainers programme with focus on content and training development in early childhood and primary school sector;

Ensured methodologies and tools are developed and available across the LEGO Foundation’s work in Ukraine;

Participated in and contribute to the LEGO Foundation’s overall development of methodologies and training practices with relevant departments and colleagues;

Coordinated and conducted training in play-based activities for educational institutions involved in the project, partner organizations and LEGO staff;

Maintained database records of trainers and teachers program activities;

Coordinated development and editing of catalogues, brochures, and other educational materials;

Designed NUS-related course materials and curriculum for school and Institutes of postgraduate pedagogical education;

Developed manuals for early childhood and parent education and engagement;

Delivered feedback of draft lesson plans, providing expert guidance on how to make improvements and adjustments in content, scope, and sequence;

Worked collaboratively with curriculum innovators; provided workshop feedback to create original and effective curriculum

Worked in the field of humanitarian response to the consequences of the armed conflict in eastern Ukraine (Donetsk and Luhanks reg.). Development of capacities and internal potential of specialists who working in the field of social protection of children and their families in emergency situations:

As a Child safeguarding focal point:

Ensured that protective areas complex are child friendly and the best interest of the child is respected and promoted;

Supported in the development, strengthening and review of cash-based approaches, and Standard operating procedures (SOPs) based on existing guidance and standards;

Supported the project managers and MEAL team in ensuring the right methodologies are being applied during the project implementation cycle;

Ensured that MHPSS approach is mainstream in all case management interventions;

Conducted regular protection monitoring and generate evidence in protection trends in collaboration with M&E department;
