Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: MHPSS Impact Assessment and Research Consultant
Duty Station of the Consultancy: Home-based (with up to 32 days of travel to multiple locations in Ukraine)
Duration of Consultancy: 6 months with possibility of extension subject to availability of funds and satisfactory job performance
Nature of the consultancy: Category B
Under the overall supervision of the Chief of Mission and the IOM Ukraine Senior Programme Officer (MHPSS); and under the direct supervision of the Operations Officer (MHPSS), the Consultant is expected to design, develop, and implement an MHPSS impact assessment and study to assess and strengthen understanding of the effect of integrated MHPSS services into livelihood programming, and the relevance of this integration in the Ukrainian context.
- Project Context and Scope:
IOM operates a community-based Mental Health and Psychosocial Support (MHPSS) Programme across Ukraine, responding to a multitude of diverse MHPSS needs. Recognizing the challenging psychological experiences of war veterans and their family members, and given the psychological impact caused by the war, IOM offers MHPSS support to veterans and their family members and integrates MHPSS services into livelihood and employment programmes to offer beneficiaries with tailored MHPSS support.
Organizational Department / Unit to which the Consultant is contributing: 3R (Response, Resilience and Recovery) Unit, Mental Health and Psychosocial Support, IOM Ukraine.
Category B Consultants: Tangible and measurable outputs of the work assignment
The Consultant will have the following duties and responsibilities:
- Develop first draft of a base line and end line impact assessment tool, research, data collection design and plan, as well as one practical guide for enumerators. Consult IOM staff, including field staff, to ensure the questions are context appropriate and easily understandable.
- Following review by IOM team, finalize the tool, data collection plan and guide for Enumerators based on feedback and comments received.
- Present the research plan and guide for Enumerators. Support selection of IOM field team and familiarize Enumerators with the process and tool for the first assessment phase, provide guidance to ensure effective data collection.
- Present research plan to MHPSS and MSDL teams in joint meetings.
- Oversee the baseline data collection, engage in possible follow up conversations with enumerators as needed.
- Develop a working definition with MHPSS and MSDL teams about what constitutes successful livelihood projects or success of an individual pursuing and taking part in a livelihood project. The definition outlines the desirable livelihood outcome of a person participating in MHPSS services integrated into livelihood Projects.
- Assess and analyze baseline data and produce preliminary findings report and key recommendations for integrated programming.
- Assist with clarifications for the process of the translation, adaptation and design of the assessment and other tools into Ukrainian language.
- Prepare for, coordinate and oversee end line assessment, and assess/analyze end line and baseline data to produce a finding report and key recommendations for integrated programming. – Ongoing during the whole consultancy.
- Following review by IOM, address outstanding analysis, comments or revisions to create a final version of the research report.
- Design a short snapshot one-pager with key research findings, in addition to the research report.
- Present research findings internally and externally as required.
- Engage in other MHPSS assessment-related tasks as needed. – Ongoing during the whole consultancy.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
- All assessment and other related tools are developed.
- Enumerators are prepared and guided for field data collection.
- The final deliverables are submitted electronically to IOM as mentioned.
- The assignment must be completed within timeline set.
- Regular update of status of the work to IOM project team/assigned focal person.
Education, Experience and/or skills required
- Advanced degree in Psychology, Mental Health, Social Work, or any other related Social Science field.
- Minimum 5 years of professional experience, with at least 2 years working on MHPSS programme implementation, delivery of trainings in MHPSS and programme development and evaluation.
- Fluency in English and Ukrainian is required.
- At least 3 examples of previous impact-related assessment and works to be listed.
- Previous experience working with the UN system is an asset.
- Strong organizational and time management skills.
- Ability to work in a multi-cultural environment and respect diversity.
- Team work oriented but with a capacity to work independently.
- Excellent writing, analysis and data collection skills.
