Within the framework of agreement between Ukraine Reforms Architecture Foundation (URAF) and EUROPEAN BANK FOR RECONSTRUCTION AND DEVELOPMENT The National bank of Ukraine provides technical assistance in finding candidates for the position Senior Project Manager.
The Project Manager contributes to improve the framework for “Creditors’ rights protection”:
- Creditors’ rights protection issues have been resolved, the balance of the rights and interests of the parties to credit relations has been ensured and legal risks for debtors are at an acceptable level.
- Barriers to mortgage lending development are reduced.
- The issue of creditors receiving compensation in the event that they cancel the borrowers' obligations under consumer loans has been settled.
- The restrictions on the rights of creditors, which were introduced due to the martial law in Ukraine, have been revised.
- Loan debt recovery tools have been expanded, ensuring effective debt collection and balancing the interests of borrowers and creditors.
- Legislation amendments are developed and adopted in accordance with EU integration requirements.
Knowledge, Skills, Experience & Qualifications
- At least a bachelor’s degree in the relevant field, preferably a master’s degree in economics, finance, law, business administration, technology, or related disciplines
- Preferably more than 7 years of general professional experience in the financial services, retail banking and IT sector or consulting (preferable IT delivery management)
- Minimum 5 years of documented work in dynamic environment on change management/reorganization/transformation team activities, in the positions of leadership, management and/or strategic planning in public or private sectors;
- Proven knowledge and professional experience in project management (PM courses or practical project management experience);
- Knowledge of the reform agenda in Ukraine, good understanding of policy formulation process is an asset;
- Experience in leading multidisciplinary or cross-institutional teams is an asset.
- Fluency in oral and written English and Ukrainian.
- Strong analytical skills with the ability to interpret complex legal and financial information;
- Strategic thinking and problem solving;
- Ability to prioritize tasks, be self-organized and manage resources effectively;
- Excellent communication and presentation, interpersonal and intercultural skills;
- Result and quality driven and team work oriented with high level of responsibility and proactivity;
- Capacity for assuming leadership and influencing others in a team environment;
- Ability to multi-task work as well as work under pressure and short timelines;
- PC literacy (advanced PowerPoint, Excel, Word; Visio, Project, and Jira/Confluence are an asset).
Accountabilities & Responsibilities
- Facilitate the development of a complex of proposals to ensure the rights of credit relations, implement effective mechanisms to protect the creditors’ rights, and remove barriers to mortgage lending;
- Coordinate and facilitate the development of appropriate changes to the legislation of Ukraine within the framework of the relevant complex project, and the process of drafting, refining and implementation of new regulations involving all stakeholders into this process;
- Ensure proper monitoring, assessment and reporting of the relevant complex project and provide it to all stakeholders, including enhanced transparency of the financial sector reform effort;
- Ensure consistency with the project’s deadlines and alert top management to problem issues when necessary;
- Ensure project management approaches and methodologies are applied throughout all stages of project implementation;
- Strengthen project management culture within financial market regulators;
- Hold presentations at Committees, round tables, conferences and other relevant events on key strategic issues, reform processes and challenges in the process of change;
- Hand completed project over to front line areas at the end of the project;
- Measure KPIs, deliverables and influence of the results achieved on the project’s problem area after the project’s completion.
What we offer
- The Senior Project Manager will be contracted by the Office of Investment Council and perform his/her duties under the supervision of the Director of the NBU Strategy and Development Department.
- This role will be offered as a 12-month short-term contract.
- The position will be remote during martial law in Ukraine and during the Сovid-19 pandemic;
- The salary rate will be determined based on the assessment of the quality and relevance of the professional experience and competencies of the candidate.
