ASSIGNMENT
Present in Ukraine since 2014, IMPACT is working across the country to provide humanitarian actors with rigorous data and in-depth analysis to ensure aid interventions are timely, appropriate, and relevant. The Humanitarian Needs and Monitoring Unit (HMNU) gathers information on the severity and type of humanitarian needs across Ukraine to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Unit includes the Emergency and Monitoring (EMU) sub unit, which comprises the Humanitarian Situation Monitoring Team (HSM) and the Emergency Team (ET). The Unit is currently comprised of staff with expertise in Assessments, Data and GIS, and works closely with other teams to collect and analyse country-wide data.
IMPACT is looking for an Assessment Officer (AO) to join the Emergency Team in conducting thematic and rapid needs assessments across the frontline and otherwise hard-to-access areas of Ukraine. Thematic assessments provide qualitative evidence to operational and programmatic decision makers across Ukraine on key topics and emerging themes within the response and are implemented in partnership with Ukrainian Civil Society Organizations. Rapid assessments are conducted by IMPACT in response to sudden shocks affecting frontline communities.
The AO role will entail a combination of desk-based research and analysis, report writing and dissemination of findings, as well as opportunities for field visits. The AO will support the team in building and maintaining relations with IMPACT research partners, organizing field activities, developing assessment methodologies, training partners in conducting primary data collection, and leading on the analysis of data and drafting of reports and updates. The AO will present findings of assessments and engage externally with senior staff from the UN, National NGOs, and International NGOs to ensure findings are received by key stakeholders and can lead to action.
The position can be based in Kyiv, Dnipro, Odesa or Kharkiv. The position will require travel across Ukraine, conducted in close coordination with the ACTED Country Security Manager and Ukraine Country Security Team.
FUNCTIONS
The Assessment Officer will be responsible for the following tasks with the ET team of IMPACT Ukraine:
ASSESSMENT PLANNING
- Regular consultation of key information sources covering conflict developments impacting humanitarian needs in frontline areas, including recent strikes, displacement and evacuation trends, damage to critical infrastructure, frontline movements.
- Design data collection tools (questionnaires) and data analysis plans in line with IMPACT standards and in consultation with research partners.
- Consult data collection partners and external stakeholders, including Civil Society Organizations, UN partners, National and International NGOs to define research questions, themes, sampling approaches and locations of interest.
- Prepare and conduct training sessions with partner organizations for the implementation of focus groups discussions with local communities.
- Prepare movement plans and movement requests for field activities as applicable, obtaining all necessary security clearances from ACTED Security and Logistics teams in a timely manner, as well as the IMPACT Field teams.
- Translate questionnaires and interview guides or check versions for accuracy.
RESEARCH CYCLE MANAGEMENT AND DATA COLLECTION ACTIVITIES
- Support the partners and/or directly gather primary data by conducting interviews with Key Informants (KIs) such as local authorities, response actors, service providers.
- Support the partners and/or directly gather primary data collection by conducting in-depth individual interviews (IDIs) and Focus Groups Discussions (FGDs) with residents of frontline communities or areas otherwise affected by high levels of humanitarian need.
- Coordinate with the Associate Research Manager, Acted Security Department, and partner organizations on the implementation of rapid assessments.
- Support partners with ad-hoc assistance during field activities.
- Ensuring overall quality of data and adherence to standard IMPACT processes.
OUTPUT PRODUCTION
- Conduct analysis of primary data and secondary data collected directly and through partners
- Hold consultations with partners to validate the analysis's key findings and intepretation.
- Autonomously prepare situation overviews, reports, presentations and other products on assessments results in English language, ensuring coordination with other specialists (for maps, data) as applicable.
- Ensure timely translations of English-language reports into Ukrainian.
- Any additional tasks as required by the Associate Research Manager of the Emergency Team.
DISSEMINATION
- Disseminate research results in English or Ukrainian to key audiences, including Ukraine's subnational operational coordination bodies, NGO platforms, sub-national Humanitarian Clusters.
- Support the continued development of a network of local authorities and response actors operating in conflict-affected areas. This network is both a key source of information during assessments and a key audience for translated assessment reports in Ukrainian and Russian.
- Perform other duties and responsibilities as required and necessary within the area of responsibility.
CONFIDENTIALITY AND DATA PROTECTION
The AO shall maintain the strictest confidentiality of data and processes. They will actively take measures to prevent the unauthorized sharing of information and data. They also ensure the implementation of HQ-related policies in terms of data confidentiality and data protection and keep up to date of any changes initiated by HQ.
ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES
The AO is responsible for ensuring that all interactions with Ukrainian communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities and methodologies. The ACTED Code of Conduct should be rigorously mainstreamed throughout every research cycle, under the guidance of the Associate Research Manager. This is the responsibility of every IMPACT staff member.
QUALIFICATIONS
EDUCATION
Excellent academic qualifications, including a bachelor’s degree completed in a sphere of social science (e.g. International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar) required;
TECHNICAL REQUIREMENTS
- At least 2 years of progressively responsible experience in data collection and/or report writing and or drafting of analytical products
- Excellent presentation skills
- Familiarity with the aid system and humanitarian response in Ukraine, with at least 1 year of experience in working with local authorities and NGOs in humanitarian/development context
- Prior professional experience with Adobe products (InDesign in particular) preferred
- Proven experience in drafting English-language reports or documents with the intention to inform or advocate.
- Strong skills in Microsoft Office suite including Excel and Power Point skills
- Understanding and familiarity with structures of datasets and data tables
- Previous experience in managing complex professional relationships with senior strategic and operational stakeholders
- Fluency in Ukrainian and Russian
- Good command of English (at least Intermediate level B1, but C1 strongly preferred)
