The Restore-Edu Project officer (here and after – Officer ) provides support to the project team to ensure proper implementation of ACTED project improving access to education in Chernihiv oblast. The officer will assist the Shelter Engineers , Project Manager team oversees field operations, estimation of the construction works and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries.
DUTIES AND RESPONSIBILITIES
Project Planning
- Assist in organizing project kick-off and close-out meetings
- Assist in planning in the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.
Project Implementation Follow-up
- Participate directly in the implementation of the project, ensuring that technical quality and standards are taken into account and adhered to during the implementation of the project(s) in accordance with ACTED technical guidelines and standards;
- Assist in oversees and manages the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation in accordance with ACTED technical guidelines and standards.
- Prepare specifications, create estimates of Non-structural repairs, shelter repairs, WASH ( AVK program), and assist in the preparation of tender documents;
- Assist in oversees and manages the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation in accordance with ACTED technical guidelines and building regulations, standards.
- Participate in regular project coordination meetings with project team.
- Participate in regular updating the work plan, output tracker, PMF and other documents relevant for effective project management
- Participate in assessments in the field.
- Participate in the development of needs assessments in target areas;
Administration and Operational Management of Project Implementation
3.1. Logistics
- Develop reliable and accurate order forms in a timely manner;
- Ensure proper management and use of project property and its project stocks.
- Ensure project records and documents (FLAT files, donation contracts, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures.
- Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures.
3.2 Administration/Staff
a) Participate in the selection of technical personnel (development of technical specifications, development of tests and their revision; interviews, etc.);
b) Follow the planned work plan and daily activities of the technical project staff; c) Provide capacity development for project staff and transfer key skills;
d) Provide a favorable working environment and good team dynamics.
3.3 Quality Control
• Evaluate technical activities and ensure efficient use of resources;
• Ensure that lessons learned are documented, shared and reflected in project planning and decision-making;
• Ensure quality control of the estimation of the works on the construction site, benefit analysis, identification and capitalization on best practices and lessons learned, and provide appropriate feedback for the development managing of the project.
Reporting
- Prepare technical reports ( estimates) on the activities under the project and assist the project manager, shelter Engineers for the reconstruction of educational institutions in the preparation of periodic reports;
- Report regularly and in a timely manner to managers and other team members on progress and existing issues;
- Contribute to the preparation of (internal and external) reports on the development of project implementation, ensuring the quality and accuracy of the technical information provided.
Required experience and skills
- Knowledge of the structure of local authorities and governments
- Experience in the humanitarian or development or construction sector.
- Good knowledge of the Ukrainian building regulations and licensed program complexes for construction estimates (AVK).
- Working level of English, fluent in Russian and Ukrainian.
- Computer skills, ability to use Microsoft Office software (AVK, MS Word, Excel, PowerPoint, etc.)
- Ability to work independently and in a team, actively offer your own ideas.
- Stress-resilience and multitasking skills
