Assignment

Assessment Officer is responsible for assessment preparation and planning, research cycle management and coordination of data collection activities, output production and assessment follow-up.

FUNCTIONS

The AO’s responsibilities include the following:

  1. ASSESSMENT MANAGEMENT AND COORDINATION 

Objective 1.1: Management of assessment process 

  • Ensure that the MSNA is planned in line with the country strategy, relevant research and project objectives, the guidance from the MSNA SAO, and with IMPACT’s research cycle and other relevant guidelines;
  • In close coordination with GIS and Data teams, compose and construct data collection tools using Kobo Collect and Open Data Kit (ODK); 
  • In collaboration with the MSNA SAO, develop the Research Terms of Reference, Data Analysis Plan, indicator analysis and other assessment tools, in consultation with external actors to ensure the data will meet their needs and fill information gaps;
  • Ensure MSNA research design documents align with IMPACT HQ requirements and principles and are validated by HQ before any data collection begins.

Objective 1.2: Implementation 

  • In close liaison with Field Officers, ensure that enumerators are well-trained for primary data collection by developing and providing the training to the Field Unit in collaboration with the MSNA SAO;
  • In close liaison with Field Officers and Data Officers, monitor MSNA data collection, ensuring its correct implementation in line with agreed ToRs, supporting with data checks;
  • Ensure regular situation updates on data collection are produced and circulated to line manager, relevant colleagues and external counterparts. Provide support and follow up on identified challenges during the data collection process;
  • In close liaison with the Data Officer and Field Team, ensure that data is revised and cleaned, and that all revisions are recorded;
  • Ensure that all data and analysis are validated by IMPACT HQ before the product drafting stage.
  1. DRAFTING OF RESEARCH PRODUCTS
  2. Draft timely and accurate written outputs that consolidate the analyses from the MSNA into relevant products, such as factsheets, thematic briefs, and presentations, which comply with IMPACT’s guidelines and quality standards;
  3. Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximize the ability to influence the humanitarian response;
  4. Maintain regular communication with the MSNA SAO, management and IMPACT HQ on progress and deadlines for written products; 
  5. Ensure that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge for humanitarian organisations working in the country;
  6. Provide presentations to key stakeholders in Ukraine on MSNA data, including Humanitarian Clusters and AoRs and local authorities;
  7. Ensure that all written products are validated by IMPACT HQ before external release.
  1. External Engagement
  2. Ensure that all relevant partners are consulted and involved at all stages of research cycle, specifically OCHA, Humanitarian Clusters, and other partners such as WFP-RAM and IOM-DTM, by organizing and tracking outreach and consultation; 
  3. After approval by the line manager, represent IMPACT in relevant meetings/ working groups, such as Cluster meetings, GCMs, NGO Platform meetings, or the Assessment and Analysis Working Group;
  4. After validation by line manager, present research findings to relevant third parties in order to enhance their use and impact;
  5. Follow up on relevant issues identified by partners or during meetings/working groups; 
  6. Promote active use of datasets and research findings by partners and the broader humanitarian community for their decision making, as well as by teams internally;
  7. The Assessment Officer (AO) is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.
  8. ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES 

The AO is responsible for ensuring that all interactions with Ukrainian communities are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every IMPACT staff member.

Qualifications

Education

University level education in social sciences, political sciences, research or relevant field 

Technical requirements: 

  • Familiarity with the aid system an asset;
  • 1-2 years of relevant working experience ;
  • Excellent communication and drafting skills for effective reporting, including proven experience in contributing to analytical reports;
  • Excellent research and analytical skills. Experience in assessments, M&E, field research, or evaluations; 
  • At least 1 year of experience in working with local authorities and NGOs in humanitarian/development context;
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset, including an understanding and familiarity with structures of datasets and frequency tables;
  • Ability to multitask with tight deadlines, on numerous research cycles in complex environment;
  • A self-starter with a proven ability to work independently;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Previous experience in managing complex professional relationships;
  • Fluency in Ukrainian, Russian and English.
