Job Description – Compliance Officer
Job Title: Compliance Officer
Reports to: Compliance Manager
Duty Station: Kyiv
Contract Type: Project-funded
Duration: Full-time, 12-month fixed-term contract with a 3-month probation period
Start date: April 2026
Role Purpose
The Compliance Officer supports day-to-day monitoring and implementation of compliance controls across operations, finance, procurement, and partner activities. The role provides practical oversight to ensure procedures are consistently followed and documentation meets donor standards and support practical, day-to-day compliance in humanitarian operations, enabling timely implementation while identifying and preventing risks at an early stage .
Key Responsibilities
1. Monitoring and Internal Controls
- Conduct routine compliance checks of procurement, finance, HR, and logistics files.
- Review transactions and documentation for adherence to SOPs.
- Track compliance issues and corrective actions.
- Apply a risk-based and proportionate approach to compliance checks, taking into account operational constraints in frontline contexts.
- Flag compliance risks early and propose practical corrective actions in coordination with relevant departments.
2. Partner Compliance Support
- Assist in partner due diligence and monitoring visits.
- Review partner reports and supporting documentation.
- Support partner training on compliance procedures
- Support compliance monitoring of local and grassroots partners involved in direct implementation.
- Contribute to partner capacity strengthening by providing hands-on guidance rather than purely control-oriented oversigh
3. Documentation and Reporting
- Maintain compliance trackers and risk logs.
- Prepare periodic compliance summaries for management.
- Support audit preparation and evidence collection.
- Ensure documentation supports transparency, accountability, and informed management decision-making.
4. Policy Implementation
- Provide on-the-job guidance and reminders.
- Flag deviations or potential risks early.
- Provide practical, field-oriented guidance on policies and SOPs, adapting explanations to staff roles and operational realities.
5. Capacity Building
- Support trainings and orientations on compliance practices.
- Support onboarding and refresher trainings on compliance for staff and, when relevant, partners.
- Promote a culture of shared responsibility for compliance across departments.
- romote internal ownership of controls within departments.
- Bachelor’s degree in finance, administration, law, or related field.
- 3–5 years’ experience in NGO operations, audit, or compliance roles.
- Experience working with donor-funded projects preferred.
- Strong documentation and analytical skills.
- Experience working in humanitarian or emergency contexts is an asset.
- Ability to communicate compliance requirements clearly and constructively to non-compliance specialists .
