Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

GENERAL OBJECTIVE:
The Mental Health and Psychosocial Support (MHPSS) Coordinator is responsible for the development and implementation of the mission's operational MHPSS strategy as well as for the quality of current and future MHPSS programmes throughout the design, implementation monitoring and evaluation phases. S/he builds the capacity of the mission’s MHPSS department and provides technical support to the project teams and in particular to the MHPSS Project Managers in a functional relationship. S/he represents PUI to the authorities, humanitarian actors and donors for the MHPSS sector.

TASKS AND RESPONSIBILITIES:

  • Context analysis / Strategy / Development: S/he participates in the development of the operational strategy in MHPSS and contributes to the design of new relevant MHPSS interventions on the mission based on the identified MHPSS needs in the country, and in line with PUI MHPSS intervention framework. In coordination with the MHPSS team, s/he monitors MHPSS activities in the country and analyses their strengths and weaknesses. ? 
  • Programmes quality: S/he provides technical support in his/her field of expertise to the programme teams, in particular to the MHPSS Programme Managers, and ensures the quality and effectiveness of the mission's MHPSS programmes. ? 
  • Representation / Coordination: S/he ensures PUI's external representation for the MHPSS sector to partners, donors, national authorities and local actors. S/he represents PUI in relevant Clusters (Health, Protection) or MHPSS sector coordination group meetings. S/he contributes to the good information sharing within the MHPSS sector.
  • Human Resources / Training: S/he provides technical support to the project teams and in particular to the MHPSS teams. S/he provides support to the project managers for the recruitment of technical staff in MHPSS. Working alongside the Head of Mission (HoM) and/or the Deputy HoM for Programs and the HQ MHPSS Advisor, s/he identifies key strengths, weaknesses, opportunities and gaps within MHPSS department. S/he supervises the content of MHPSS training and the quality of MHPSS activities (including clinical supervisions) on the basis of identified needs. 
  • Logistics and Administration: S/he ensures the teams under his/her responsibility follow logistic and administrative procedures and keeps the logistic and administrative departments informed of any relevant developments. 
  • Security: S/he contributes to the compliance with security rules on the mission and share all information related to security to his/her line manager and/or to the mission's security manager.

QUALIFICATIONS:

Required knowledge and skills:

TRAINING:
Required:

  • Clinical Psychologist 
  • With at least 3 years of experience implementing MHPSS programs

Desirable:

  • Project management 
  • Knowledge of WHO’s MHPSS interventions programs (including mhGAP, PM+ etc)
  • Trained in psychological intervention such as Cognitive and Behavioral Therapy

PROFESSIONAL EXPERIENCES:
Required:

  • Humanitarian: previous experience with NGO 
  • International: previous working experience abroad 
  • Technical: management of MHPSS related projects, and at minimum 2 years of clinical practice in mental health or psychosocial care

Desirable:

  • Clinical experience with migrants/displaced people, victims of conflicts, survivors of S/GBV and survivors of torture 
  • Experience in working in consortium 
  • Experience in negotiating with local authorities, partners and staff

KNOWLEDGE AND SKILLS:
Required:

  • Good written communication skills 
  • Knowledge of program management

Desirable:

  • Knowledge of procedures of institutional donors BHA, ECHO, UN agencies, etc.
