About the job 

The ICRC Logistics Unit is seeking a highly capable Buyer for Water and Habitat (WatHab) with engineering background to join our team in Kharkiv. In close cooperation with the team members and line managers, the Buyer will support the procurement process for our ICRC engineering and technical projects in Ukraine. The Buyer's role is to fulfill the requester's demands, ensuring a timely and qualitative procurement in compliance with ICRC standard procedures.

Start date: as soon as possible, preferably by 12 August 2024

Your Tasks and Responsibilities

• Receive and analyze purchasing requests
• Determine the best source of supply for the order
• Prepare and send out requests for quotation (RFQ) or requests for tender (RFT)
• Select the best offer regarding price, delivery time, quality, etc. 
• Provide a transparent selection table, including supporting documentation 
• Prepare contracts for the purchase of goods and services 
• Follow up on purchases and deliveries
• Participate in the supervision of construction works
• Ensure that WatHab procurement standard operating procedures (SOPs) are implemented
• Update and maintain knowledge about leading and potential new suppliers in the market
• Conduct market surveys and analysis for prices and quality benchmarking
• Participate in supplier assessments

About you

To be successful as a Buyer for WatHab, you should possess the following qualifications and experiences and have the following characteristics:

• Ukrainian citizenship or permanent residence permit in Ukraine
• Degree in civil or structural engineering, architecture, or similar is an advantage
• Certifications in purchasing, procurement, or supply chain management is an advantage
• 3 years of experience in a relevant field
• Good knowledge of the Ukrainian market
• Professional fluency (written and spoken) in English and Ukrainian 
• Computer literate, including good knowledge of Microsoft Office
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
