The “Arbeiter-Samariter-Bund Deutschland (ASB)” is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.
ASB provides people centred humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team of 18 employees working from Kyiv and Lviv is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking expressions of interest from qualified and committed individuals for the following position:
ASB Cash Program Officer / Manager
Duration: 12 months (possibility of extension)

Key responsibilities include:
Project areas are widely dispersed around Ukraine and far from ASB regional offices, possibility to travel, self-management, knowledge and experience in Multipurpose cash assistance (MPCA), conditional / unconditional cash, vouchers, cash for rent, etc., communication and reporting are vital under these conditions. The Cash Program Officer / Manager must coordinate all related cash assistance programs in mission and utilize all available means, resources, and opportunities to discuss and resolve problems as they arise. Project implementation regions are spread around Ukraine.
- Design, develop, and coordinate overall implementation of the project activities and ensure that programs are in line with ASB's strategy and donor requirements in part of Cash programs.
- Coordinate with implementing partners regarding project design, implementation, monitoring, evaluation, and reporting.
- Regularly assess needs and adjust programs to meet the changing demands of the population.
- Coordinate with and participate in meetings with local authorities, NGOs, INGOs, Cash working group and other stakeholders in term of Cash component activities.
- Travel to the project locations as required.
- Conduct research on Cash assistant trends among other NGOs, INGOs, challenges and innovations
- Develop and present comprehensive reports on program performance and Cash assistance trends to internal and external stakeholders
- Contribute to needs assessment and new proposal development, reviewing thoroughly the requests from beneficiaries and recommending the further program implementation activities.
- Actively participate in the development of project concept notes and proposals, ensuring that ASB approach is integrated into program design, including proposals for longer-term interventions
- Monitor expenditure against budgets and take corrective action to prevent under- or over-spending.
- Ensure timely disbursement and reconciliation of cash payments to beneficiaries, adhering to financial and compliance procedures.
- Contribute to learning and knowledge-sharing initiatives within the organization, documenting best practices and lessons learned from program implementation.
- Develop strategies for transitioning from emergency response to sustainable development activities in line with ASB.
- Identify new opportunities for program expansion and innovation, particularly in fostering economic empowerment and resilience.
- Ensure compliance with all internal and donor regulations related to cash-based and livelihood interventions.
- Identify potential risks associated with cash and livelihood programming (e.g., market volatility, fraud risks) and develop mitigation strategies.
- Along with MEAL team conduct regular assessments and evaluations to measure progress against project objectives.
- Conduct / organise online / offline registration of beneficiaries for the cash assistance.
- Conduct / organise evaluation and selection of targeted beneficiaries as per ASB criteria, Cash working group recommendations, along with coordination / checking in Building Block Platform
- To track and timely report any of corruption / fraud cases or any safeguarding issues to management of ASB with the aim to prevent / stop this.
- In collaboration with PR officer to ensure visibilities of ASB and donors during field activities.
- To fulfil any other task assigned by line manager.
Key requirements:
- Advanced degree in international development, economics, social sciences, or a related field, or equivalent work experience in the humanitarian sector
- Experience: 2-3 years of experience in humanitarian field with Cash assistance programs, vouchers, conditional cash, etc.
- Strategic thinking and ability to design programs that transition from emergency relief to long-term development
- Demonstrated experience in grant management, budgeting and proposal writing
- Previous experience in partnership with local organization, providing capacity building and coaching and collaborating on project design and implementation
- Demonstrated ability to work effectively with and within multi-cultural teams.
- Demonstrated ability to multi-task and to respond to changing situations in a flexible manner.
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.).
- Excellent presentation abilities, report writing, communication and as well as analytical and problem-solving, goal oriented, organisational skills. A flexible and adaptable approach to work.
- Written and spoken fluency in Ukrainian.
- Knowledge of English (written and spoken) C1, C2.
- Excellent command of common computer programs (MS Office, especially Excel and Word functions).
