LWF World Service is the internationally recognized humanitarian and development arm of The Lutheran World Federation (LWF), operating in more than 25 countries worldwide.
In response to the crisis in Ukraine, LWF has established humanitarian operations in Kharkiv and Chernihiv oblasts since 2022, focusing on shelter rehabilitation, winterization, education, protection (including Mental Health and Psychosocial Support – MHPSS), multipurpose cash assistance, and livelihoods
LWF Ukraine works closely with the Government of Ukraine, local authorities, ACT Alliance members, local NGOs, community-based organizations, UN agencies, and other stakeholders.
Job Summary
Under the overall supervision of the Program Coordinator, the PMER Officer is responsible for strengthening and ensuring effective implementation of planning, monitoring, evaluation, reporting, and learning systems across LWF Ukraine programs.
The PMER Officer will lead the development and implementation of tools, systems, and processes to ensure high-quality data collection, analysis, reporting, and utilization to improve program performance and impact.
The position is based in Kharkiv, with frequent travel to field locations.
Key duties and responsibilities
Planning
- Lead and support high-quality needs assessments, data collection, and analysis to inform program and project design.
- Support development of Theory of Change, logical frameworks, and M&E plans for all projects.
- Ensure quality, accuracy, and completeness of program data in Activity Info and other systems.
Monitoring, evaluation and reporting
- Develop and implement PMER frameworks, tools, and methodologies to ensure credible and standardized data collection.
- Lead monitoring processes, including Post-Distribution Monitoring (PDM), surveys, KIIs, FGDs, and assessments.
- Ensure timely, accurate, and high-quality reporting (internal, donor, and cluster reporting requirements).
- Ensure compliance with LWF, donor, and cluster reporting standards (including Activity Info).
- Facilitate regular review of monitoring findings and ensure data is used for decision-making and program improvement.
- Support project teams and partners in data analysis, reporting, and documentation of results.
Accountability and Compliance
- Act as focal point for Complaints and Response Mechanism (CRM), ensuring proper documentation, follow-up, and reporting.
- Ensure integration of Accountability to Affected Populations (AAP) across program activities.
- Promote and ensure compliance with data protection, safeguarding, and confidentiality standards.
Capacity Building and Support
- Provide training and technical support to LWF staff and partners on PMER tools, data quality, reporting, and analysis.
- Strengthen partner capacity to ensure consistent and high-quality PMER practices.
Knowledge management
- Develop and implement a knowledge management and learning strategy.
- Document lessons learned, best practices, and case studies (qualitative and quantitative).
- Support development of human-interest stories and communication materials in collaboration with the communication team.
- Ensure integration of gender, disability inclusion, and child protection in learning and documentation processes.
- Coordinate dissemination of learning products through appropriate platforms (Activity Info, website, SharePoint, etc.).
Coordination and Collaboration
- Coordinate with internal teams, partners, and external stakeholders (clusters, NGOs, government) on data sharing, reporting, and learning.
- Support alignment of PMER systems with cluster standards and coordination mechanisms.
Other Responsibilities
Perform other duties as assigned by the Program Coordinator and Country Representative.
Education, expertise and skills required
- Bachelor’s Degree in development or a related field.
- Minimum four years of relevant experience.
- Computer literacy: MS Office (Advance Excel, Power Point, Word), mobile data collection applications (KOBO, Activity Info), Analysis software (PowerBI, Activity Info)
- Ability to write reports in English
- Experience working in the field with local implementing partners.
