Security Manager (South region) / Начальник служби безпеки (Південний регіон)
Key Responsibilities of the Job:
- Advise the Field Operations Manager on all issues related to Security and Access for the geographical area of responsibility.
- Supervise and task the Security Officer in the South in support of operations and programs.
- Make sure all Safety and Security policy changes from the country level are properly communicated to the Field Operations Manager South. Monitor the overall situation for changes to the security situation that might impact HEKS’s staff, organizational reputation, or assets.
- Rove, when required, to HEKS’s South operational locations as directed by the FOM and HEKS UA Mission management, to perform work-related tasks.
- Organize and conduct security meetings with relevant actors in the intervention area.
- Meet and inform local stakeholders to promote HEKS EPER’s values and principles as part of the acceptance strategy.
- Analyze the security database to anticipate the possible evolution of the conflict and the tendencies related to the risks.
- Keep all staff up to date on information related to security, safety, and changes to policies or postures of local security authorities.
- Prepare a weekly, monthly, and yearly security report related to the geographic area of responsibility and assist with the overall mission’s relevant reports.
- Prepare and disseminate the relevant security alerts and warnings promptly and efficiently.
- Conduct mission and site risk assessments where the HEKS EPER operates (including facilities and programs).
- Develop mission, unit, and activity security procedures and policies to mitigate identified risks. Ensure the staff is trained in these measures.
- Implement necessary measures to reduce the impact of threats (protection/acceptance).
- Support the heads of project for the identification of the relevant actors important for the security management in the areas of work.
- Identify external resources according to needs for training and to decrease vulnerability and impact on mission
- Prepare or participate in the preparation of incident reports and, as required, transfer them to the person responsible. Propose solutions and provide recommendations.
- Under the guidance of the Field Operations Manager, prepare and/or update the area security plan according to the methodology and formats described in the HEKS EPER’s Logistics/Security Kit.
- Assure the adherence to the security plan to ensure the safety of all staff.
- Ensure that employees are informed about safety plans, as well as their periodic updating.
- Contribute to develop a safety and security culture within the mission by addressing and helping staff to address safety and security related issues.
Other Tasks and Duties:
- Create and maintain a security network of contacts (NGOs, Embassies, Civil Society, etc.)
- Follow international, national, and local news and provide assessments to management as required.
- Maintain and update an incident database for the region. Assist in the national database as required.
- Create and maintain a mapping representation system of the security and context evolution information.
- Physical security assessments for potential program activity. Report the assessment to the FOM, PM, and relevant TLs.
- As required, attend meetings related to security (UNDSS, OCHA…)
- Train staff in security related procedures according to their responsibilities, the needs of the mission, and in accordance with the developed and approved training plan.
- Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
- Assist with the strategic and operational analysis and assessments, and with the refinement of program strategies (refinement of program strategies).
- Ensure compliance with HEKS EPER standards, policies, and procedures.
- Develop and regularly update the Safety and Security Management Plan and tools in accordance with the nature of safety and security risks (inc. detailed threat assessment, security protocols, standard operating procedures for personal movement & transport, office, warehouse, communications, incident report sheets, asset protection, etc.).
- Develop appropriate safety and security protocols according to the nature of specific threats such as IEDs, VBIEDs, mortar attacks, shelling, UXOs, landmine, IT, or for cash management.
- Coordinate with departments to ensure field staff know how to identify health risks in the area, how to protect against illness, injury and stress, and how to obtain proper support, medical treatment or medevac if needed.
- Work with departments to ensure appropriate steps are taken to safeguard premises, equipment and property (guards, locks, lighting, alarms, and fire equipment).
- Complies with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.

Project Strategy and planning: Advise the Field Operations Manager in Security items as it relates to future project planning and development. Participate in planning groups as required.
Database: Ability to work with and good knowledge of computer skills and Microsoft Office 365 tools.
Capacity building: Ability to empower others and show personal example when it comes to work-related activities
Coordination: Show active participation in all related meetings and be present , if requested, at any other coordination meeting, internally or externally.
Representation: Represent HEKS EPER in outside meetings as needed.
Reporting and quality control: Reports directly to the Field Operations Manager South. Technical guidance and instruction from the Humanitarian Access and Security Coordinator

Job requirements:
- Be over 18 years of age; University degree (in Law, political science, statistics or other similar)
- Experience in security management
- Experience as a supervisor in a security related field (security, logistics, country coordinator) in Humanitarian Aid organizations
- Solid contextual knowledge with outstanding critical knowledge and ability to properly plan activities and adapt to any changing conditions
- Stress resilience
- No political party affiliation or a civil servant position held with any Government entity.
