Job Summary:
Under the supervision of the Humanitarian Access and Security Coordinator (HASC), the Security Manager will be responsible for technical support to field office Security Officers. The incumbent will focus on information gathering, analysis, and ensuring all FHI360 Security protocols are being adhered to.
Accountabilities:
Implementation and Review of the Safety and Security Framework
Supports the Humanitarian Access and Security Coordinator in implementing and maintaining safety and security policies, SOPs, and contingency plans at the field and office level.
Monitor and ensure compliance with FHI 360 Ukraine's Safety and Security policies, protocols, and standards.
Provides technical support to Security Officers, ensures effective coordination of security team tasks, and may assume direct management responsibilities when requested.
Constantly promotes the creation and maintenance of a safety and security culture within the organisation.
Promotes the effective dissemination of security-related information and ensures that all staff members are kept fully informed about matters affecting their safety and security.
Serves as Acting Humanitarian Access and Security Coordinator during the supervisor’s absence or leave periods.
Risk Assessment & Mitigation
Coordinates with the Security Team to oversee and ensure compliance with FHI 360 standards in conducting safety and security assessments for operational areas, field locations, and premises used by FHI 360 staff.
Conducts physical safety and security inspections of new and existing FHI 360 field locations and premises to ensure compliance with organizational standards and recommends appropriate mitigation measures.
Supports the continuous assessment of access routes, procedures, and available resources to inform routine programming and contingency planning.
Security Situation Monitoring, Analysis, and Reporting
Continuously monitors security developments to analyze and synthesize information received from field offices and other reliable sources.
Maintains up-to-date situational awareness of conflict dynamics and other contextual risks.
Coordinates information collection with field offices and compiles daily, weekly, and monthly situation reports for the Security Department and senior management.
Liaison & Coordination
Maintains regular contact and dialogue with authorities, international and national organizations, and counterparts from other INGOs.
Establishes and maintains effective networks with local security stakeholders within the assigned area of responsibility.
Attends local and national security roundtables, representing the organization in relevant security forums upon request.
Safety and Security Training
Supports the design and development of the annual safety and security training program in close coordination with the Security Coordinator.
Conducts Training Needs Analyses to support the annual training plan or to identify and develop tailor-made training programs.
Monitors and records the delivery of safety and security training programs to ensure quality, consistency, and compliance with FHI 360 standards.
Delivers and facilitates trainings and drills, and provides security briefings for FHI 360 staff and visitors
Emergency Preparedness
Serves as a member of an interdisciplinary team in addressing non-routine situations such as evacuations, relocations, medical emergencies, or hostilities that may threaten the safety of FHI 360 staff.
Ensures the availability and reliability of emergency communication systems by conducting regular checks to verify functionality and facilitates necessary repairs or adjustments.
Maintains the availability of emergency and hibernation kits, ensures regular updates of communication trees, and supports the implementation of contingency plans.
Operational Support
Maintains close cooperation with other departments, providing technical support and guidance as needed.
Provides technical assistance to FHI 360’s partners in coordination with the Humanitarian Access and Security Coordinator.
Applied Knowledge & Skills:
Knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards and Red Cross/NGO Code of Conduct.
Strong interpersonal skills and display evidence of good leadership and influencing skills.
Excellent written and oral communication skills. Comfortable participating both as an effective contributor and a listener in group settings which include senior staff.
Well-organized, resourceful, effective, and efficient at coordinating multiple resources to get things done and must have a proven track record of successfully working on multiple tasks at once and foresees and plan around obstacles.

Education:
University degree or equivalent in Security management, information management or business administration, political/social science, or international relations with a focus on security management
Specialized training in humanitarian security preferred
Experience:
Minimum 3-5 years of progressive experience in management, and contributing to the design of security procedures for a non- governmental organization or UN
Experience with providing technical supervision to staff in a high-risk context with multiple geographic locations preferred.
Experience in developing security risk mitigation strategies for humanitarian operations
Previous experience in a similar role with another organization is preferred.
The ability to develop, implement, facilitate, and impart learning to a wide range of audiences, as well as the ability to work under minimal supervision
Previous experience representing a non-governmental organization with local authorities, peer agencies, and humanitarian coordination mechanisms
Fluency in Ukrainian and English, both written and oral
Ability to work in teams and build consensus with individuals at all levels.

Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift 5 - 50 lbs.
Ability to travel to remote field site locations that lack basic essentials.
