MISSION:
The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.
MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.
MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

JOB SUMMARY
Under the supervision of the Health officer will perform the following tasks:
- Provide utmost support and be part of the MdM Mobile Clinic Team in providing PHC services to the population.
- Be able to provide basic support in improving the quality of PHC services aimed at SRH, maternal and child health, MH and general population health.
- Ensure quality medical care and follow-up in both, curative and prevention aspects for all patients of the MdM MU and provide immediate and proper referral to higher level of care if necessary.
- Supervise consultations within Midwifery, Mental Health, as well as Health Promotion and care activities in accordance with the MUs’ standards.
- Act as a focal point for security issues.
- S/he is also responsible for rationale distribution of medicine and consumables to beneficiaries admitting to MU consultation.
- Be responsible for safety during the work of the mobile team.
RESPONSIBILITIES DESCRIPTION:Needs Assessment:
- Assist the Health Officer in conduct/update needs assessment of the healthcare system, on the services needs/gaps & demand, health facilities capacity. Participate in the prioritization of health system needs within the framework of the project.
- Assist in conducting needs assessment on the health facilities to determine equipment and medical supplies for donations and participates in the prioritization of health facilities in the program.
- Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MdM Germany in relation to strengthening the national health system, programmatic needs and/or those mandated by the donor.
Project Implementation:
- Arrange medical consultations and prescription, as well as implement appropriate referral system, if necessary, in collaboration with the General Coordinator and Medical Coordinator.
- Be responsible for professional interpretation and analysis of clinical tests results to ensure appropriate treatment and follow-up.
- Supervise the PHC services provided by the MU in the field to ensure its high quality for the population by developing and implementing clinical protocols and standards and using rationally medicines and consumables.
- Ensure the proper and rational use of drugs, consumables, and medical equipment of the MU.
- Responsible for timely and quality data collection and entering to Kobo system.
- Participate in health promotion and disease prevention activities (Awareness sessions).
- Maintain good professional relationships with the PMSAC and the Chief doctors in the hospital referral system.
- Assist The Health Officer for preparing the MU/OT monthly schedules and adapt them when needed.
Reporting:
- Participate in the medical reports’ preparation with the Health Officer.
- Ensure that patient information and medical records are kept confidential.
- Report on activities to the Medical Coordinator including analysis of situation and suggestions to improve MdM Germany activities related to strengthening the national healthcare system.
Other duties: as assigned by the Health Officer.

REQUIRED QUALIFICATIONS:
Academic background:
Medical Degree from a reputable medical University
Advance Medical degree in Public Health or related experience would be an added advantage
REQUIREMENTS:
- Demonstrate understanding of the Ukrainian health system.
- Demonstrate capacity in people management and/or functional in a team environment.
- Demonstrate experience in adult capacity building.
- Language requirements: Advanced Ukrainian, Russian. Good English is an asset.
- Computer requirements: Competency in MS package in particular Word and Excel.
EXPERIENCE:
The successful candidate must have:
- At least 2 years of work experience from either clinical practice, public health and/or in NGO sector
- Having a previous health project management role or similar capacity would be a great asset
- Experience in a role with demonstrated people management skills
