MISSION:
The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.
MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.
MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

JOB SUMMARY
Under the supervision of The Medical Coordinator will assist him/her in the following tasks:
- The Health Officer (BMZ) will support the overall health strategy, directly manage and monitor key activities, foster inter-departmental coordination and oversee and lead BMZ supported project health staff in achieving project objectives.
- S/he is also responsible for planning donations of medicine, equipment and consumables for the different geographical areas, provide technical specifications and verification of delivered orders by the vendors as well as performing post-donation monitoring. Contribute to programmatic compilation of all sources of verification and project monitoring and reporting.
- S/He is responsible for the conducting training needs assessment (TNAs), support the identification of qualified facilitators, liaise with local health authorities in identification of capacity building participants, monitor and evaluate the in-service training programs.
- S/He is responsible for collaborating with local health and social authorities in identification of infrastructure renovation support. Support the prioritization in selection of benefiting facilities as well as monitor the progress of this work in collaboration with the logistic department.
- S/He is responsible to oversee, plan, facilitate implementation, monitor and evaluate community based interventions and capacity building as outlined in the project plan.
RESPONSIBILITIES DESCRIPTION:
NEEDS ASSESSMENT
-Conduct/update needs assessment of the healthcare system on demand (mechanisms, approaches, supplies) and participate in the prioritization of health and social system needs within the framework of the project.
- Conduct assessments in capacity building of the local health care system and launch the corresponding activities.
- Conduct needs assessment on the health facilities to determine equipment and medical supplies for donations and participates in the prioritization of health facilities in the program.
- Collaborate and participate, in any field survey, data collection, and/or needs assessment organized by MdM Germany in relation to strengthening the national health system, programmatic needs and/or those mandated by the donor.
PROJECT IMPLEMENTATION
-Ensure the implementation of all MdM Germany activities aiming at strengthening the health system in supported BMZ project areas, according to the plan and in coordination with the Medical Coordinator.
-Identify, develop and maintain critical relationships with different actors involved in Health activities, including community representatives, local NGOs, training institutions, local social and health authorities.
REPORTING
-Report on activities to the Medical Coordinator including analysis of situation and suggestions to improve MdM Germany activities related to strengthening the national healthcare system.
- Contribute to internal and external reports upon request of the Medical Coordinator. Collect and analyze relevant data after each capacity building event, monitor and report on quality for implemented activities.
OTHER DUTIES
-To participate in meetings, workshops with local/international organizations and other actors including participating on in-country coordination platforms (cluster meetings and TWG) as designated by the Medical coordinator.
-To respect MDM Germany principles/values. Maintain full confidentiality for all work-related information and perform any additional duty on request of the Medical Coordinator.

REQUIRED QUALIFICATIONS:
Academic background: Degree in Medicine or related field
REQUIREMENTS:
- Language requirements: Advanced Ukrainian, English and Russian
- Computer requirements: Competency in MS Word and Excel.
EXPERIENCE:
The successful candidate must have:
- Minimum 3 year experience
- Previous experience with NGO is an asset
