The international non-profit organization Management Sciences for Health (MSH), implementing the US Government-funded Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Business Analyst (Consultant role).
The Business Analyst will support the collection, analysis, structuring, and validation of business and functional requirements for the modernization of the State Formulary System (SFS). The consultant will work with SEC, SAFEMed technical staff, and other stakeholders to document current-state processes, identify bottlenecks and manual operations, define target-state processes, and prepare clear requirements for design and development.
Description of services to be provided
· Conduct business analysis for modernization of the State Formulary System.
· Review current business processes, system workflows, and functional gaps.
· Gather and document business, functional, and non-functional requirements.
· Analyze requirements related to integration with the National Register of Medicines and the National Medicines Price Catalog.
· Define and document requirements for key functional processes, including data upload, price update workflows, manual ATC mapping adjustments, updating articles by INN, document generation, and reporting.
· Prepare user stories, use cases, process descriptions, and acceptance criteria.
· Support prioritization of requirements for implementation during the project period.
· Participate in consultations with SEC and SAFEMed technical team during design and development.
· Review developed functionality against approved requirements and support user acceptance preparation.
· Prepare monthly reports on work performed and services provided.
REQUIRED QUALIFICATIONS:
Education:
- Bachelor’s degree in Information Technology, Computer Science, Business Analysis, Management, Public Administration, Health Informatics, or a related field. Advanced degrees are preferred.
Qualifications:
- A minimum of 3 years of relevant experience in business analysis for software development projects.
- Experience in preparing business requirements, functional requirements, process descriptions, and acceptance criteria.
- Strong understanding of software development life cycle and collaboration with design, development, and QA teams.
- Experience working with government institutions, digital public sector projects, or health sector digitalization initiatives is strongly preferred.
- Ability to translate business needs into clear and structured documentation for technical teams.
- Strong communication and facilitation skills for working with multiple stakeholders.
- Experience with data-driven systems, registries, or reference systems will be an advantage.
