The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for a Expert in Laboratory Management.
THE MAIN RESPONSIBILITIES:
The main aim is to conduct a survey using the Delphi method of expert evaluations regarding models for the re-equipment of the laboratory network for TB, HIV, and Hep C diagnostics, and to provide expert support in the development of a strategy for the re-equipment of the laboratory network based on the selected model, which includes the following task:
- Conduct a survey using the Delphi method of expert evaluations to select the most effective model:
- Develop a survey program that includes the methodology and criteria for model selection.
- Create a matrix checklist with criteria for selecting the model.
- Communicate with national experts to ensure their participation in the survey.
- Support the experts during the process of reviewing the models and filling out the checklists.
- Collect the completed checklists from experts and analyze the data.
- Prepare a report based on the research results obtained through expert evaluations.
- Develop the structure for the comprehensive strategy based on the selected model for re-equipping laboratory network.
- Develop a draft of the comprehensive strategy for re-equipping laboratory network implementation based on the selected model of the laboratory and diagnostic system for HIV, TB, and hepatitis C.
- The consultant should provide consultations during the further stages of developing a strategy for implementing an effective model of re-equipment for the laboratory network for TB, HIV, and Hep C diagnostics.
REQUIRED EDUCATION:
Bachelor's or Master`s degree in Public Health Laboratory Science, Medical Management or equivalent education.
REQUIRED MINIMUM EXPERIENCE:
Preferred:
- 4 – 6 years of experience in public health management with an emphasis on laboratory management in public health.
- Experience in providing technical assistance in public health programs/projects, especially in laboratory management.
- Experience of working with national healthcare institutions.
- Experience working with laboratory networks
KNOWLEDGE AND SKILLS:
- Excellent interpersonal skills, communication skills, technical writing, training experience, ability to identify and resolve policy and operational constraints, generate ideas and solutions.
- Excellent written and verbal communication and presentation skills in English
- Demonstrated intermediate skills in Microsoft Office Suite applications, including Word, Excel, and PowerPoint
