- Provide strategic advice on the Ukrainian and foreign pharmaceutical markets trends and products;
- Monitor and analyse the market of pharmaceuticals and medical products, contribute to sourcing strategy for initiating procurement cases;
- Draft technical specifications, formulate minimum quality standards compliant with national and international requirements and best practices;
- Verify the list of health products to be procured (inc. quantification, specifications, cost estimates etc.)
- Participate in evaluation of bids; provide technical in depth reports; analyse the products proposed for conformity with the quality and specifications requirements, national and international standards and legislation; advise on possible alternatives;
- Search and analyse available suppliers and manufactures of the health products, focusing on price, quality, shelf life, supply conditions;
- Generate reports on pharmacological information;
- Work with the available databases on the health products as it may be required, such as state registers and prequalification lists;
- Monitor expiry dates, marking of packing containers and instructions;
- Participate in the products receipt and inventory;
- Ensure quality control and monitor registration / re-registration of medicines and medical devices in Ukraine in accordance with the national legislation; provide support and advice in regards to registration processes of the health products in the country;
- In conjunction with MOH and WHO, identify and propose substitutions/ alternative products for procurement;
- Support the procurement team in preparation of Procurement Action plan and Quality Assurance plan for health products;
- Support the procurement, clearances, supply chain, storage, transportation and other technical issues related to the public procurement through UNDP;
- Conduct regular situational analysis and perform regular review meeting with the procurement specialist and implementing partners for advising stock situations and updating forecasts as well as resolving challenges;
- Provide in-house technical assistance and advise to enhance capacity building of the Ministry of Health of Ukraine and its Secretariat on procurement through International Organizations;
- Liaise with stakeholders of procurement processes, including but not limited to, government representatives, regulatory authorities, suppliers, service providers, national and international consultants as may be needed;
- Provide other support and technical assistance on medicine and pharmaceutical products under the request of the Ministry of Health of Ukraine or direct Supervisor.
- Established wider recognition of the brand and expand the existing footprint
