Main responsibilities:
• Liquidation of resource dependency (monopoly suppliers).
• Creation of an effective procurement and supply system.
• Establishment of an effective system of noliquid sale.
• Staff selection, team formation and skills development of Procurement Directorate.
Results:
• 5% - 20% budget savings from procurement activities (depending on the category of goods)
• Introduction of the integrated nomenclature directory for two shipyards, all nomenclature divided into categories and subcategories. It enabled the company to make consolidated purchases.
• Implementation of regulation and creation of nontypical sales system which released funds of UAH 28 million from selling dead stock and scrap metal.
• Introduction of annual planning for different goods categories (Groups B and C). It allowed us to cut transaction costs and decrease the loading on own transport (by about 15%) and on category managers (by nearly18%).
• Formalization and automation of the process of preparation and submission of the purchase application. It helped us to reduce the time of the application response from 5 to 2 days.

Results:

  • Partial automation of purchases (e-procurement system implemented); employees' time spent on creation of tender documentation and on activities reduced by 40%
  • Central warehouse has been liquidated.
  • The system of "direct deliveries" of raw materials and goods, which reduced the load on internal transport by about 25%, has been implemented.
  • Savings from warehouse liquidation made up UAH 800 thousand per year.
  • Optimized logistic processes (delivery time of consumables was reduced from 20 to 8 days when interacting with Ukrzaliznytsia- 3 500 tons/month.
  • Budget savings for procurement between the minimum starting and ultimate price of competitive bidding amounts to about UAH 37 million.
  • Optimized number of staff in commercial departments(decreased from 19 to 9 employees).
  • Regulatory documents were drawn up for governing the procurement system, sales, contracting and handling claims.
  • Targets on staff's individual development have been formulated and met.
