• On behalf of the Ministry take the lead on developing and nurturing effective relationships with partner countries, international organizations, the international community to secure greater access to existing clusters in response to emergency shelter, winterization and critical infrastructure needs and to coordinate the receipt of humanitarian aid to assist in countering the russian aggression.
• In cooperation with the Ministry, and in consultation with local communities and beneficiaries, establish a funding priority matrix (with financial requirements) to target donations for the immediate requirements in each of the support packages and the medium to long term funding requirements as contained in the Ministry proposal. This will also require an assessment of ongoing projects and activities which fall within the purview of the proposal that would benefit from expansion and extra funding.
• On behalf of the Ministry of Regional Development, lead on developing and nurturing effective relationships with relevant national agencies, partner countries, international organizations, the international community, and commercial entities, to promote awareness of the fund-raising requirements for the response kits.
• Garner support from potential donors by organizing a donor conference, bilateral meetings, on site visits and meetings with local and regional authorities and civil society beneficiaries.
• Identify opportunities to improve communications and cooperation between the Ministry of Regional Development and regional and local officials and the communities affected by conflict.
• Maintain close contact with other agencies and organizations to ensure that there is no duplication of effort in relation to the Ministry proposal activities and to ensure deconfliction on fundraising and donor relations.
• Advise the Ministry of Regional Development on the development of an effective and coherent communications outreach strategy, designed to attract donor interest and funding, raise public awareness of the Ministry activities, and demonstrate the successful outcomes achieved through donor funds.

• On behalf of the Ministry of Health take the lead on developing and nurturing effective relationships with partner countries, international organizations, the international community, and commercial entities to secure greater access to COVID-19 vaccines and to coordinate the receipt of humanitarian aid to assist in countering the COVID-19 pandemic.
• In support of the national response to the COVID-19 pandemic and the ongoing vaccination programme, advises the Minister of Health on the development and implementation of effective communications strategy to maintain public awareness on all the impacts of the COVID-19 pandemic on the healthcare system.
• Advise the Minister on the development of an action plan to ensure that all citizens have access to vaccination with particular emphasis on those who have missed previous initial appointments or have failed to attend for second doses of the COVID-19 vaccine.
• Liaise with relevant government agencies to ensure effective communications and coordination are in place to facilitate the effective implementation of COVID-19 response measures.
• Develop a long-term Donor Action Plan to actively seek donor assistance based on the immediate needs in relation to the COVID-19 pandemic and future requirements for assistance in relation the Healthcare Reform Process.
• Monitor WHO, UN, CDC statements, manuals, guidelines, and other international initiatives in relation to COVID-19 response and prepare relevant briefings, statements, speeches, talking points to the Minister of Health.Organize, coordinate meetings and events as necessary as they pertain to donor activities, the COVID-19 pandemic.

• Effectively liaising with government institutions to ensure synergy and to promote effective downstream implementation of policies, in full alignment with healthcare and public administration reform.
• Providing to-the-point and balanced advice to the Minister of Health on policy development options in accordance with international and WHO best practices, health reform and PAR principles.
• Demonstrating leadership in coordinating the Ministry’s work towards achieving the Sustainable Development Goals and European integration targets in the healthcare and PAR sectors.

• Providing strategic advice to the Minister of Social Policy on the development of Government of Ukraine social policy initiatives to ensure alignment with international assistance goals and PAR goals.
• In an effort to streamline policymaking, analysing the effectiveness of previous social policy initiatives and integration of lessons learned from these into the development of new government initiatives.
• Monitoring the implementation of existing social service reform initiatives focused in the east, initiating corrective action whenever necessary.
• Ensuring coordination with the Ministry of Social Policy on social services reform, including aligning the methodology of Government initiatives with existing priorities, particularly for the vulnerable cluster.

• Contribute to the production of information material for public awareness campaigns and for the preparation of in-house bulletins, newsletters and information kits by contributing to articles, reports and other information gathered from various sources; liaise with printers concerning brochures and publications published by the office. • Completing a broad variety of administrative tasks for the Deputy Chief Monitor (DCM), including managing an extremely active calendar of appointments, preparing correspondence (including sensitive and confidential matters), arranging detailed travel plans, itineraries and agendas and compiling documents for travel-related meetings.
