FHI 360 is currently recruiting for the position of Workforce Development Manager Team Lead for the USAID/Ukraine Economic Resilience Activity (ERA). The Workforce Development Manager Team Lead will play a crucial role in leading workforce development initiatives, primarily focusing on upskilling partner companies within the grain export sector and infrastructure development for the network of border-crossing points.

ERA BACKGROUND 

Ukraine’s efforts to win the future – emerging from Russia’s full-scale invasion ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery. Through partnerships with the government and robust private sector engagement, ERA has supported economic growth and resilience in Ukraine since 2018.
Following Russia’s invasion of Ukraine in February 2022 and subsequent occupation of the part of Ukraine, ERA shifted from its focus on Eastern Ukraine to cover development priorities across the country that address Ukraine’s urgent needs in export logistics and infrastructural improvements.

Specific Duties:

  • Serve as project representative for ERA Workforce team to client, when needed, with support of home office representation;
  • Provide technical leadership and related technical assistance into the design and delivery of related program activities and implementation; 
  • Provide immediate technical oversight and coordination with Workforce development team;
  • Manage activities that help workers in Ukraine adapt old skills to new industries and develop new workers prepared for the industries that will drive the region’s future;
  • Seek out opportunities with selected training providers to facilitate partnerships between the universities, investors, and businesses to develop and deliver education and training appropriate to employers’ needs;
  • Work with team to develop and establish partnerships with education and private sector actors;
  • Assist selected universities and colleges in redirecting programs and curricula to be more relevant to the long-term needs of the region; 
  • Work with informal education institutions, such as training centers, co-working spaces, and with vocational schools to align their curricula with the needs of the region;
  • Work with entrepreneurs and SMEs to facilitate supplier development programs;
  • Work closely with subcontractor organizations;
  • Supervise and mentor junior staff;
  • Support the team in budget planning and monitoring;
  • Ensure inputs for quarterly and annual reporting and other types of reports on request of senior management team;
  • Develop and monitor internal systems and procedures ensuring efficient and proper use of resources;
  • Work with the home office to coordinate and deliver key annual, quarter, and work planning documents, as required by prime and client.

Qualifications

  • A bachelor’s degree in the related field is required, and an advanced degree such as a PhD is preferred;
  • Minimum of 5 years of relevant experience, and prior experience with the private sector (especially construction, IT, STEM, AR/VR, or engineering) is preferred; fewer years are required if a PhD is possessed.
  • Strong knowledge of Ukraine’s socio-economic context;
  • Proven track record of successfully managing and implementing workforce development programs, preferably in the agricultural sector;
  • Strong understanding of adult learning principles and training methodologies;
  • Excellent communication, negotiation, and interpersonal skills;
  • Ability to work effectively in a cross-functional and multicultural environment;
  • Fluency in Ukrainian; professional proficiency in English;
  • Must possess appropriate interpersonal skills to satisfy the requirements of the position. 
  • Must be available to travel 10-25% to various parts of Ukraine
  • Advanced proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
