Objectives

This position will support the Security Department and ERM team to;

  • ensure the safety and security standards of Acted staff are high;
  • ensure high-level safety and security of all Acted assets, property, and resources, and within Acted’s sphere of influence and context of operations in the North area (Sumska, Chernihivska Oblasts)
  • Support the distribution of essential items is provided in the area.

They will acquire operational comprehensive understanding of Acted program in the North area and provide support and advice in terms of safety/security. They are accountable for compliance with Acted security and safety guidelines. 

Duties and Responsibilities 

Under the security function:

Information Management and Reporting

  • Update the security department database (PoC, Hospitals, SFP, etc.) for Sumska 
  • Monitor the Sumska context through open sources and update appropriately the Acted Sec Info groups
  • Support the North-West security officer with context update on Sumska by drafting the Sumska part of the weekly report 
  • Support the North-West security officer by updating the monthly Sumska Risk Assessment (SEC-05) 
  • Compile Sumska weekly incident lists from OSINT and Acted contracted IMS and report in SEC-05A
  • Ensure the various security maps (H2R, Risk Map, etc.) are updated for Sumska
  • Ensure all Sumska security documents are stored in the SharePoint folder 
  • Draft Security Risk Assessment Report (SRA) after Rapid Need Assessment (RNA) and field trip 

Operational Support 

  • Ensure all premises from Sumska are registered and mapped in the GAFU and Risk Map 
  • Ensure all office/ guest house/ warehouse from Sumska are assessed (SEC-20 and SEC-21) and relevant screening (Annex IV) is done accordingly 
  • Ensure relevant contingency for Acted premises and vehicles in Sumska is purchased and follow-up on ad-hoc needs
  • Ensure SCR/ movement tables are prepared and approved appropriately before each movement
  • Update the weekly movement follow-up accordingly to movement approvals 
  • Ensure the follow-up of team’s movements to the field in supervising the check-ins
  • Ensure the follow-up of security assets at field level including needs during field trips
  • Ensure all security documentation are updated and displayed at the offices in a timely manner (SEC-10 and SEC-11)
  • Ensure the islanding system for Sumska is updated regularly
  • Ensure the different security groups are updated daily (Acted Sec Info group, Islanding and Visiting Staff groups) 
  • Ensure relevant headcounts are done in a timely manner
  • Ensure the access control to the premises (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards 
  • Conduct quarterly MOSS (Minimum Operating Security Standards) assessment for the office in Sumska (SEC-06)
  • Update quarterly action plan (SEC-07) for Sumska
  • Ensure compliance with the MOSS and be responsible for First Aid Kits/ Trauma Kits and Fire Safety

Briefing and training 

  • Ensure the Acted security processes are applied and explained to all staff based and visiting the area of coverage
  • Support the security department with training planning and follow-up 
  • Ensure a proper level of preparation before movement on the field and support senior Security staff and the AC in setting movement rules which are adapted to the local context

Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual labourers).
  • Perform other duties as requested by supervisor

Under the Emergency Response function:

Project Planning

  • Jointly with the Emergency Response Team (ERT) support planning all stages of project implementation in the area. 
  • Promote and share ideas for improvement and necessary changes in the activities based on lessons learned and best practice guidance (ACTED internal and external cluster guidance).

Project Implementation 

  • Together with the Emergency Response Team, support the implementation of the relevant project activities, this may include, but is not limited to: 
  • Support in conducting rapid needs assessments in the field; 
  • Implements and monitors distributions in a safe and transparent manner, and prepare and ensure all relevant project documentation is properly completed; 
  • Supports with data inputting and checking data quality of beneficiary risks 
  • Support with phone and in-person outreach to beneficiaries before and during distributions. 
  • Anticipate and mitigate day to day obstacles/problems rand trouble-shoot any unforeseen challenges during the project implementation, including contributing to ACTED’s project risk register. 
  • Swiftly identify issues that may result in programmatic or reputational risk for ACTED and its donors, and: 
  • Immediately refer such issues to the Emergency Project Coordinator and the relevant Project team / Compliance & Transparency team (as applicable); and 
  • where requested, participate in the process /decisions to mitigate/overcome such risks.

Internal reporting and coordination 

  • Liaise regularly with the logistics and/or finance teams to facilitate project’s FLAT procedures.

Experience and Skills 

  • English knowledge would be considered an advantage 
  • Excellent computer skills (Office applications) 
  • GIS skills would be considered an advantage 
  • At least 1 year of experience in the humanitarian and/or international organization is preferred
  • Previous experience as an admin/assistant/information management position would be considered an advantage
  • Experience in contingency planning, and experience in emergency simulations will be considered an advantage 
  • Good knowledge of the workings of local government systems. 
  • Strong knowledge of the local context 
  • Motivated to work as part of a teamwork in a multicultural environment, requiring flexibility and ability to work to tight deadlines 
  • Willingness to travel to other ACTED offices. 

Performing other related duties as required.
