Environmental Management Senior Officer

 ACTED is a French NGO founded in 1993 that supports vulnerable populations affected by humanitarian crises around the world. ACTED provides ongoing support to vulnerable communities by ensuring the sustainability of post-crisis interventions and preparedness for the long-term challenges faced by populations, with the aim of breaking the cycle of poverty, promoting development and reducing vulnerability to disasters. Our staff are always ready to respond to emergencies and support and restore sustainable development through 450 projects in 43 countries.

 FUNCTIONS:

1. External positioning and relations

 Represent ACTED during specific environmental events taking place in Ukraine,

• Coordinate with governmental and international agencies engaged in environmental protection (Ministry of Ecology department / UNEP Environmental Protection Working Group etc….),
• Consultation with dedicated authorities in charge of environmental protection and risk reduction in the project area of interventions,
• Promote toward local authorities the work proposed, via organizations of consultative meetings/workshops,
• Ensure linkages and proper with other ongoing environmental initiatives,
• Environmental and natural resource management technical monitoring,

 2. Internal Environmental and Natural Resource Management Technical support and coordination 

• Design environmental risk assessment, support implementation,
• Develop guidelines, technical guidance and methodological notes for the use of program management team,
• Lead the development of Environmental Protection initiatives including collecting information in targeted areas,
• Regular monitoring of the environmental risks identified during the Acted environmental programming,
• Engage in desk technical review for related risk reduction environmental measures,
• Led internal technical workstreams about environmental protection and climate change adaptation,
• Participate in the identification of environmentally durable solutions, in line with programmatic prioritization,
• If needed and based on the request, and in collaboration with the engineering team, support technical design of the infrastructures proposed,
• Prepare rationale for the technical justification of the work proposed under the Acted programs,
• Conduct regular field and monitoring visits, along with program team of the program,
• Support internal capitalization and information management, as well as potential capacity building
• Contribute to monthly reporting (PMF/PM report), financial forecasting, logistical planning, etc. 
• Contribute to project development and donor reporting.

EXPERIENCE:

• University-level education in environmental protection / natural resources management,
• Minimum 5 years of professional experience in climate change and environmental issues; with a good grasp of climate and environmental crises in European region,
• Knowledge of NEAT+ concept,
• Demonstrated experience in climate and environmental science, programme design and implementation related to climate risk management and climate change adaptation,
• Demonstrated experience in climate change mitigation initiatives and promoting environmentally sustainable practices (preferred),
• Experience in capacity development (training, coaching, peer support) and participatory approaches and methodologies,
• Good understanding of the humanitarian, climate and development nexus and experience of working in both emergency and development context,
• Risk Management expertise and/or practical professional experience will be an asset,
• Previous experience with international organizations is an asset.

SKILLS:

• Excellent computer skills including pack office,
• Teamwork and working in a multicultural environment,
• Excellent English writing and speaking skills,
• Fluency in Ukrainian,
• Excellent presentation skills,
• Ability to work in a cross-cultural environment requiring flexibility,
• Willingness to travel to other ACTED/IMPACT field offices.
