Protection Technical Cootrdinator

ACTED is a French NGO founded in 1993 that supports vulnerable populations affected by humanitarian crises around the world. ACTED provides ongoing support to vulnerable communities by ensuring the sustainability of post-crisis interventions and preparedness for the long-term challenges faced by populations, with the aim of breaking the cycle of poverty, promoting development and reducing vulnerability to disasters. Our staff are always ready to respond to emergencies and support and restore sustainable development through 450 projects in 43 countries.

DUTIES AND RESPONSIBILITIES

 Internal Protection Technical Support and Coordination 

• Develop messages, tools, analysis and reports with methodologically sound protection approach to mainstream protection principles in Acted’s programming
• Ensure that all activities are supporting protection outcomes for affected population
• Identify protection needs and main risks in country and participate in the development of the operational strategy and brief program staff accordingly
• Monitor and analyze national protection and social policies, as well as humanitarian guidelines and approaches emerging at national level
• Collaborate with other departments as needed to ensure smooth implementation and integration of services
• Support the development and maintenance of a coherent protection strategy across Acted's areas of intervention in Ukraine 
• Collect and analyze primary and secondary data related to the protection sector in the Ukraine and disseminate tools, research, best practices and lessons with other departments.

 Oversight of protection activities

• Develop tools to monitor implementation of protection activities 
• Build capacities of local partners in the specific protection areas they cover including: Mental Health and Psychosocial Support, Legal Aid, Housing Land and Property and Social Protection
• Develop guidelines to support partners’ implementation in line with sector standards and objectives

Co-lead Gender Component

• Work with the Gender Equality Advisor to mainstream gender across all programs
• Together with the gender team develop and deliver trainings on gender equality, GBV risk mitigation and other gender related topics 
• Oversee the preparation and delivery of PSEA trainings to staff and partners and ensure reporting channels are clear and known to everyone

Capacity Building 

• In coordination with program staff identify individual their training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs 
• Provide training to projects teams in Acted on protection principles, targeting, communication with beneficiaries and protection best practices and other topics as needs arise
• Develop training materials
• Develop capacity-building programs for local actors (including partner NGOs and relevant local services providers) on protection 

 External Relations 

• Act as key Acted representative on protection in Ukraine 
• Ensure external representation of Acted in protection sector, vis-a-vis country and local authorities, other project stakeholders, donors and partners 
• Participate in and report (internally) on protection technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions 
• Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on protection 
• Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others. 

 Project Development and MEAL

• Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant assessments in close collaboration with MEAL 
• Provide technical inputs into proposal design and ensure new or adapted projects for the protection sector focus on maximizing efficiencies, impact and integrated approaches 

  Required experience and skills

• Higher education in field of social work, human rights, international relations or any related field in social sciences. Alternatively, demonstrated passion and personal development on those topics
• At least 5 years of experience of direct implementation of social/protection activities in the public sector or with a non-governmental organization
• Strong understanding of global protection principles and standards 
• Knowledge of humanitarian principles and standards
• Good understanding of GESI approaches, GBV, MHPSS practices and standards
• Experience in supporting protection mainstreaming
• Experience in case management, social support and referral pathways is an asset
• Demonstrated communication and organizational skills
• Proven ability to work creatively and independently both in the field and in the office
• Computer skills, ability to use Microsoft Office software (MS Word, Excel, PowerPoint, etc.)
• Proven strategic thinking and adaptability to a changing context
• Fluent in Ukrainian, Russian and advanced level in English
