Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right. Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine. MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases. One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.
ROLE PURPOSE:
Under the direct supervision of East Ukraine Field expert, The health manager expected to contributes to the design and implementation of MdM’s medical activities in east Ukraine
KEY AREAS OF ACCOUNTABILITY:
Programs Implementation
- To assist Field Expert with the implementation of the general MdM medical activities according to plans, in coordination with MedCo.
- To provide supervision and technical support to the Health staff on their daily tasks and ensure effective and efficient implementation of the planned activities.
- To ensure that all components of the program are consistent and in line with medical needs and standards.
- Conduct regular supervision visits, to assess the quality of the services provided, and to put in place corrective measures when needed, in coordination with the East Ukraine Field Expert and Medical Coordinator.
- To support the implementation of Monitoring and Evaluation systems, contributing to the development and implementation of data collection processes.
- To participate in needs assessments, data collections, and monitoring visits with other MdM staff when needed
- To supervise the MdM donation component, including preparation of relevant documentation on procurement of medical equipment and commodities.
- Provide weekly and monthly reports to the Field expert and Medco, detailing activities done, supervision, training given, assessments undertaken etc.
- To analyze the medical data (including the morbidity report) on a regular basis and set up corrective measures in coordination with MedCo and/or East Ukraine Field Expert. To propose proactively the ways of making operational improvements.
Management of medical stock and logistic chain for medical purchase:
- Follow-up and analyse drugs consumption and to forecast the needs in coordination with Pharma officer and Med Co. Supervise the pharmacy activities in terms of quality of storage conditions.
- Ensure Mobile Units have all equipment and supplies needed to provide quality services.
Human resources management:
- Conduct regular appraisal of the health officers, health promoters, and Mobile Units staff.
- Report any human resources issue to the East Ukraine Field Expert.
- Participate in the recruitment of health officers/ Mobile Unit staff.
- Ensure that MDM staff comply with the infection prevention and control measures (IPC).
Liaising with local partners:
- Support field coordinator/ East Ukraine Field Expert to Lead on all the required negotiations and liaising matters with the local and regional administration
- negotiate with health and community representatives regarding the possible ways and scope of support.
Representation & Advocacy & Organizational Learning:
- Ensure that organization’s work is coordinated with efforts of other agencies and local Government and take a leadership role within existing Kharkiv and Zaporizhia Coordination forums, ensuring the specific needs of communities are being addressed.
- To maintain regular contacts with other medical NGOs and other organizations, through meetings, training, workshops, etc.
General:
- Comply with Organization policies and practice with respect to protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
- Ensure the security, health and wellbeing of staff and that staff management and other processes and policies and systems reflect organization’s principles of equity and fairness.

QUALIFICATIONS AND EXPERIENCE
Essential
- Minimum 3 years’ management experience working in an emergency response context.
- Medical Doctor or with a relevant background on health studies
- Previous experience of managing a team
- experience in insecure environments
- Knowledge of public health systems, Ukrainian health reform process and NHSU packages, national / international standards, and guidelines (including Sexual & Reproductive Health).
- Ability to write clear and well-argued reports
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A good level of written and spoken English
- Committed to organizational values and principles.
Desirable
- Multi-site management experience
- Experience in representation with stakeholders and co-ordination with other NGOs.
SCOPE OF ROLE:
Reports to: East Ukraine Field expert
Technical reports to:: Medical Coordinator
Direct reports: Health officers & MU teams, Health promoters

- Incorporation date: ASAP
- Fixed term contract until the 30th of June, 2025 with possibility of extension
