Position:  Partnership Officer

Location: Dnipro and frequent travel to field locations

Position Status: Full-time, 6 months fixed term employment contract. 

Report directly to: Partnership Coordinator

Supervisory responsibilities: none

Works directly with: Partnership Coordinator, Head of Programme Delivery, Communication team, MEAL, Programme leads, Finance Manager.

 Ukraine Crisis 

HelpAge has been present in Ukraine since 2014 and is one of the few INGOs based in country, with a total workforce of 250+ people including staff and volunteers/contractors. As one of the few INGOs with an operational presence in Ukraine, we were able to respond quickly with initial life-saving activities in the Donetsk and Luhansk Regions and a programme to support arriving Refugees in Moldova. Our response work will link to our longer-term strategy for this area.  Our work continues apace with the intention to scale-up assistance in the Central and Western Regions of Ukraine and investigating the option of a further response in Poland. Our response plan includes cash assistance, food distributions, NFI distribution/ health and dignity kits, WASH, Protection and Mental Health and Psychosocial First Aid. 

Position Summary

The Partnership Officer will work closely with Partnership Coordinator to oversee HelpAge’s partner portfolio, specifically in implementation of DEC CI project in Ukraine, including supporting partners in age-inclusion programming, tracking the progress of existing projects, ensuring timelines are met, supporting development of new partner projects and following up on grant closeout, providing mentorship support to partners projects, organize meetings, trainings and build capacity of partners organizations.  In addition, the Partnership Officer will assist in the process of identifying and assessing new partners, creating support plans for partners, and following up on specific support actions with the HelpAge Partnership, MEAL and Programme Quality Lead.

 To ensure clear division of responsibilities and provide continuity for partners, each organisation will be assigned a key contact within the HelpAge programme team. As such, the Partnerships Officer will lead on the provision of programme management support, data management & tracking and will hold the working relationship with several HelpAge partners (to be determined on an ongoing basis). S/he will provide guidance as required and maintain oversight of these activities to ensure consistency and high standards across the HelpAge partnerships portfolio.  

Essential Job Responsibilities

Partnership Management and Support (60%)

  • Project Cycle Management: Assist partners in planning, implementing, and monitoring project activities, ensuring adherence to work plans, budgets, and timelines.
  • Partner Capacity Building: Coordinate with Partnership Co, Global partnership Advisor and consortium member to assess the training needs and deliver the training
  • Relationship Management: Foster strong and collaborative relationships with partners, addressing their needs and concerns promptly.
  • Risk Management: Identify and mitigate risks associated with partnerships, ensuring compliance with HelpAge policies and donor requirements.
  • Partnership Management Guideline: following the described processes and procedures to the local implementing partners 

Partnership Development (15%)

  • Participate in partnership selection committees along with local partner
  • Partner Assessment: Conduct partner evaluations to assess their performance and capacity. 

Reporting and Documentation (15%)

  • Reporting: Prepare and submit reports on partnership activities, including project progress and challenges.
  • Documentation: Maintain accurate and up-to-date records of partnership activities and correspondence. 

Other Duties (10%)

  • Translation: Provide verbal and written translations as needed.
  • Administrative Tasks: Perform administrative tasks, such as scheduling meetings, managing files, and preparing presentations.
  • Cross-Functional Collaboration: Work closely with other departments within HelpAge to ensure effective coordination and support for partnership activities.
  • Work closely with Grant Department in development of the new projects linked with localization approach.
  • Work closely with MEAL, Finance and Communication departments. 

Qualifications and Experience:

  • Bachelor's degree in international development, project management, or a related field.
  • Minimum of 2 years of experience in partnership management or project coordination.
  • Strong understanding of project cycle management and grant administration.
  • Excellent interpersonal and communication skills.
  • Ability to work independently and as part of a team.
  • Proficiency in English (both written and spoken).

Desired Skills:

  • Experience working in a non-profit or international development organization.
  • Knowledge of partnership development and fundraising.
  • Proficiency in a relevant foreign language.
