 ОПИС ПОСАДИ

Відповідальний за безпеку відповідає за впровадження політики безпеки Tdh, включаючи оцінку, аналіз та пропозицію всіх відповідних заходів безпеки та захисту, щоб гарантувати належне зниження ризиків та обмежити вплив інциденту на діяльність Tdh, персонал та товари. 
Він/вона забезпечить наявність необхідних систем безпеки для всіх приміщень; формулює, переглядає та забезпечує реалізацію стратегій та планів безпеки в організації та за її межами.

ОСНОВНІ ОБОВ'ЯЗКИ

Управління безпекою:

• Забезпечити збір даних, перехресну перевірку та поглиблений аналіз інформації, пов'язаної з безпекою та захистом у країні;
• Моніторинг загальних пересувань персоналу та регулярне інформування персоналу про безпеку їхнього пересування, особливо під час переїздів на місця;
• Збирає інформацію, аналізує контекст і підтримує контакти з різними національними та міжнародними партнерами (INSO, ООН, НУО, органами влади тощо) у зв'язку з КР; 
• Підвищує кваліфікацію персоналу (іноземного та місцевого) щодо їхніх обов'язків та процесу забезпечення безпеки (наприклад, водіїв, іноземців, охоронців і т.д.);
• Допомагає раднику з питань ризиків та доступу у щоденному аналізі контексту та процесі прийняття рішень;
• Аналізує геополітичну ситуацію та розробляє можливі сценарії розвитку подій ;
• У тісній співпраці з безпосереднім керівником підтримує зв'язок і веде переговори з відповідними державними органами, платформами ООН та НУО, гуманітарними організаціями та іншими органами, щоб забезпечити організацію необхідними дозволами на доступ до районів, де буде реалізовуватися проект;
• Під керівництвом безпосереднього керівника визначити та підготувати координаторів з питань безпеки на всіх проектних майданчиках;
• Складати регулярні звіти про доступ і безпеку та оновлювати відповідну оцінку ризиків у конкретній місцевості;
• Створити систему моніторингу інших відповідних онлайн-тренінгів з питань безпеки та забезпечити проведення всіх запланованих тренінгів;

 План на випадок надзвичайних ситуацій та безпеки: 

• Під керівництвом безпосереднього керівника надавати допомогу в перегляді положень плану дій на випадок надзвичайних ситуацій, плану безпеки та впроваджувати всі заплановані заходи;
• Створити контекстуальні СОП для кожного виявленого ризику;
• Облаштувати в офісі кімнату для сплячки та покращити безпеку приміщень;
• Встановити систему відстеження за допомогою SMS/App для кожної бази; 
• Координувати з відділом логістики щомісячний/щотижневий план пересування;
• Перегляд засобів зв'язку та комунікаційних практик у представництві, надання рекомендацій щодо змін та впровадження змін; 
• Під керівництвом безпосереднього керівника створити автоматизовану систему та узгодити обов'язки щодо телефонного дерева та списку контактів;
• Постійно оцінювати різні дороги, якими користується команда Tdh, з точки зору безпеки;
• Координувати з відділом логістики збір інформації щодо пересування транспортних засобів та команд;
• Надавати поради та рекомендації щодо перевезень, передбачених у щотижневому плані перевезень;
• Для кожної дороги та пересування визначити процедуру перевірки безпеки, якої має дотримуватися команда;
• Проведення перевірок безпеки з різними командами, як визначено у тижневому плані перевезень;
• Проводить регулярні тренінги для водіїв щодо безпеки під час перевезень;

 ВИМОГИ: 

Освіта / Кваліфікація: Сертифікована підготовка з охорони та безпеки (в країні та за її межами) буде перевагою.

Досвід роботи:  

• Досвід роботи від 2 років в сфері офісного менеджменту, бажано в неурядовій організації або громадській організації; попередній досвід у сфері безпеки,  громадському секторі буде перевагою.
• Сильні навички міжособистісного спілкування, здатність ефективно взаємодіяти з персоналом усіх рівнів;
• Відмінні комунікативні навички;
• Здатність робити критичну оцінку в умовах обмеженої інформації; 
• Вміння працювати самостійно, організовувати, визначати пріоритети та виконувати численні завдання в умовах швидкого темпу та дедлайнів;
• Високий рівень доброчесності;
• Повага до дедлайнів;

Знання мови: Відмінне володіння письмовою та усною українською мовою, володіння англійською мовою upper-intermediate.

Знання ІТ: повністю знайомий зі звичайними ІТ-інструментами (Office, Інтернет, сервер).

Terre des hommes is looking for a proactive, energetic, and organised Security Officer, to join its team in Kharkiv city, Ukraine, to support in the implementation of its projects. WHAT WE DO, IN EUROPE AND UKRAINE

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for children and youth, especially those most exposed to risks, making an impact with innovative and sustainable solutions. Active in more than 30 countries, Tdh works with its own teams and/or local and international partners to develop and implement field projects which significantly improve the daily lives of over four million children and members of their communities every year, with a focus on mother and child health, migration, and access to justice for children. 

In Europe, Tdh strives to ensure the full realisation of children’s rights, equally and without discrimination. We are present in Albania, Kosovo, Moldova, Romania, Ukraine, Hungary, and Greece, while together with partners, we reach children in other 14 European countries. 

Tdh started operations in Ukraine in 2015 and operated until February 2022 through 2 operational offices in Mariupol and Sievierodonetsk, while maintaining a coordination/representation office in Kyiv. Following the Invasion of Ukraine by the Russian Federation Army, the Tdh team has relocated in Ivano Frankivsk, where it started operations for the area of West Ukraine, which is the first operational base for the response to the current humanitarian crisis. The organization is aiming to operate in the Kyiv and surrounding areas and potentially in East Ukraine. We are providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

ROLE DESCRIPTION 

The Security Officer is responsible for the implementation of Tdh’s security policies, including evaluating, analyzing and proposing all the appropriate security and safety measures to guarantee a proper risk mitigation to be able to limit the impact of incidents on the Tdh operation, staff and goods. 
S/he will ensure that necessary security systems are in place for all premises; formulate, revise, and ensure implementation of security strategies and plans within and outside the organization.

MAIN RESPONSIBILITIES

Security Management: 

• Ensure data collection, crosschecking and in-depth analysis of information related to the security and safety within the area of responsibility; provide regular and ad hoc (if needed) formal reports to the Risk and Access Advisor; 
• Monitor the overall staff movements and provide regular info to staff on the safety of their movement, especially when moving to the field;
• Gathers information, analyzes the context, and maintains contacts with the different national and international partners (INSO, UN, NGOs, authorities, etc.), maintain a documented security network; 
• Keeps updated staff safety & security skills (expat and national) on their responsibilities and on security process (e.g.: drivers, expatriates, guards, etc.);
• Assist the Risk and Access Advisor in the day-to-day context analysis and decision-making process;
• Analyses the geopolitical situation and drafts possible scenarios; 
• Improves and keeps up to date the security toolboxes;
• Reinforces the communication chain from decision-making process to its implementation; 
• Analyses the political, social, economic, and security context and identifies key trends;
• Perform regular security assessments to all bases and field locations; 
• In close collaboration with the line manager, liaise and negotiate with relevant government, UN & NGO platforms, humanitarian actors, and other bodies, to ensure the organization has necessary access permissions to the areas of implementation;
• Closely cooperate with relevant project partners to maintain access and safety of employees;
• As guided by the line manager, identify and train security focal points in all project sites;
• Establish SOPs and associated tools for security focal points and especially the monthly/weekly movement plans;
• Establish SOPs, and contacts and build security point skills in context analysis;
• Monitor the implementation of SOPs;
• Provide security related trainings to staff and Tdh partners; 
• Exercise Contingency plan and other security relevant SOPs; 
• Organise the training of staff in first aid and fire management;
• Establish a system to monitor INSO staff training  and ensure that all pending training is done; 
• Establish a system to monitor other relevant security online staff training   and ensure that all pending training is done; 

Contingency and security plan 

• As guided by the line manager, assist in reviewing the contingency plan provisions and implement all pending actions;

• To create contextualized SOP for each risk identified;
• Implement a hibernation room in the office and improve security premises;

Movement tracking and communication

• To establish the SMS/App’s tracking system for each base; 
• Coordinate with Logistics Department the monthly/weekly movement plan;
• Review means of communication and communication practices across the delegation, advise on alteration, and implement changes; 
• As guided by the line manager, establish an automated system and agree on responsibilities regarding the phone tree and the contact list;

Fleet and movement management

• Constantly assess the different roads taken by Tdh team from a security perspective;
• Coordinate with the logistics department to collect information regarding movement of vehicles and teams;
• Provide advice and recommendations regarding movement forecasted in the weekly movement plan;
• For each road and movement define the security check procedure to be followed up by the team;
• Realize security checks with the different teams as defined in the weekly movement plan;
• Assess new roads as requested by other departments prior to team deployment;
• Provides regular training to drivers regarding security during movement;

Other

• Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy is always upheld;
• Ensure adherence to Tdh standards and quality requirements in all the project activities;
• Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures;

YOUR PROFILE 

Education / Qualifications: Certified security and safety training (in and outside the country).

Experience:

• Minimum 2 year of experience in security management, preferably with an international or local organization;
• Strong interpersonal skills, and ability to interact effectively with all levels of staff;
• Excellent communication skills;
• Excellent record-keeping and documentation skills;
• Ability to do a critical assessment with limited information; 
• work independently and organize, prioritize, and follow through on multiple; tasks in a fast-paced, deadline-oriented environment;
• Good analytical and problem-solving skills; 
• High level of integrity;
• Respect of deadlines;
• Ability to uphold high standards and punctuality under pressure;
• Valid driving license;

Languages: Excellent command of written and spoken Ukrainian, English (upper-intermediate).

IT Knowledges: Good IT knowledge (Microsoft Office, Internet).
