Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.
Place of work - Kyiv; with frequent travelling to Bases located in Lviv, Dnipro and Kharkiv.
GENERAL OBJECTIVE
Under the direct supervision and guidance of the Audit Coordinator; Audit compliance officer will be supporting the Audit Coordinator and Audit department ensuring and improving compliance, assisting in internal audits, diagnosis processes, external audits and following up on risks with the different departments and due diligence of partners. He/she assists on statutory regulations & laws, donors' regulations, and requirements, and PUI internal policies and procedures. He/She assists Audit Coordinator in creating an environment of continuous learning and improvement while works closely with all the departments and field offices. He/she supports Audit Coordinator in daily routine operational activities, coordination, communication, record keeping, archiving and administrative support to the Audit/compliance department.
TASKS and RESPONSIBILITIES
1. Assisting internal audits in compliance with the annual audit plan and standard procedures
- Assisting in preparation and implementation of an audit plan.
- Assisting in carrying out audits as per directives of the Audit coordinator.
- Assist in drafting audit and compliance reports.
2. Providing support in managing and conducting external audits
- Supporting in developing an external audit plan;
- Supporting the preparation of external audits at coordination level and in the field
- Support in carry out a pre-audit to ensure risk reducing measures are taken before an upcoming external audit.
- Checking and ensuring that each department prepares all the documentation required by the auditors.
- Assist in drafting internal audit memos and communication.
- Supporting in the due diligence process for the local/national partners for audit aspects;
- On the instructions of the Audit Coordinator. carry out spot check(s) of the local/national partner(s) at different intervals while furnishing spot check reports.
3. Providing support in implementing internal and external audit recommendations
- Assisting in mission follow-up of internal and external recommendations.
- Assisting in developing action plans for their implementation.
- Supporting in conducting strong follow-up on the implementation of the recommendations from external and internal audits.
4. Contribute to the establishment of a culture of learning and quality
- Verify the knowledge and understanding of internal and donor procedures and processes.
- Assist in carrying out trainings / information sessions on audit, risks, donor guidelines and related subjects as required / requested by the departments and Audit Coordinator.
- Actively participates in the establishment and/or improvement of internal procedures and tools.
5. Documentation / Archiving
- Assist in archiving procedures are well implemented and that departments are informed of all documents to be archived; physically and electronically for better accessibility.
- Responsible for coordinating daily routine administrative and operation tasks as directed by the Audit Coordinator.
Assisting and supporting Audit Coordinator in drafting reports, letters, memos, correspondence, risk analysis, archiving and communication.
REQUIRED SKILLS
- Language skills : Fluent in English and Ukrainian
- Education degree : University degree in Audit, Finance/Accounting, or a relevant field
- Work experience : 2-years' experience in a similar position. Relevant audit, compliance, finance & accounting experience with INGOs will be highly appreciated.
- Knowledge & skills : good analyzing and reporting skills, strong knowledge of donor guidelines (ECHO, CDCS, BHA, UN Agencies...), local labor, tax and statutory laws and regulations.
- Computer skills . Excellent in Excel; Knowledge of SAGA will be an added advantage.
