OSCE Support Programme for Ukraine

The OSCE Extra-budgetary (ExB) Support Programme for Ukraine (SPU) was launched on 1 November 2022 in order to address the immediate challenges to civilians posed by the war against Ukraine, and to support the long-term democratic and social resilience of its institutions and civil society. The OSCE has been on the ground in Ukraine, working with and for Ukrainian partners, for almost 30 years. It adds value through its strong human capital, its deep knowledge of Ukrainian needs, and its commitment over the long-term. It also brings its unique, ‘comprehensive approach' to security, which encompasses politico-military, economic and environmental, and human security dimensions. The SPU is comprised of projects that build on the OSCE’s prior work with its long-standing partners — state agencies and non-governmental organizations. It covers a wide range of areas. Some efforts are focused on immediate security needs, such as humanitarian demining, addressing chemical threats, monitoring of environmental damage from the war, protection of displaced persons from risks of trafficking in human beings. Others invest in the stability of the country over the longer term, by strengthening tools of human rights protection, supporting judicial reforms, enhancing constitutional justice, media freedom, participation of civil society and youth in post-war reconstruction, and developing the system of psychological support for conflict-affected people.
